HP 625 Laptop - Only charges when turned ON...?

Hello
recently received an HP 625 laptop, 
It has a charging fault or needs settings changed.  Looking for opinions:
If using the laptop with battery only - works fine.
If battery gets low, to enable charging on the laptop the laptop must be switched on.
Used to laptops being able to charge when powered down.
Is this a feature, can it be changed?  BIOS/Windows settings?
Any help would be appreciated.

    I've got a problem with my HP Pavilion dv7-4050ea (windows 7 64bit). The laptop only charges when the computer is off or in sleep mode. I've already checked the following:
    - I tried to charge my laptop from different power outlets.
    - I removed my battery and reinserted it.
    - I checked the battery's status with HP Assistant and it's ok.
    - I reinstalled Microsoft's ACPI-Compliant Control Method Battery.
    - I updated my BIOS.
    - I even bought a new AC adapter
    But none of these solutions have worked. Please note: I do not get a "plugged in, not charging" message, as I've read about on this forum.
    This is what happens:
    1) I plug in the AC adapter and switch on the laptop.
    2) The laptop then runs on the AC adapter (or charges the battery) until about 1 minute or so.
    3) Then it suddenly enters battery usage mode until it's depleted.
    4) And the only way to recharge it, is to turn off the laptop or put it in sleep mode.
    If I switch on the laptop, after having removed the battery (so only using the AC adapter), it will just abruptly switch off after about 1 minute or so.
    Many thanks for your help, as I really need my laptop to work and this is driving me mad.

    This is not an isolated case as I've found several similar cases on this forum while looking for an answer. I would just like to know if I should send my laptop for repairs, or if I can fix it myself.

    The quickest way (and really the only way) to charge your iPad is with the included 10W or 12W USB Power Adapter. iPad will also charge, although more slowly, when attached to a computer with a high-power USB port (many recent Mac computers) or with an iPhone Power Adapter (5W). When attached to a computer via a standard USB port (2.5W, most PCs or older Mac computers) iPad will charge very slowly (but iPad indicates not charging).     if you have many apps running and using data and localization at the same time yes maybe
    but batteries get worse and worse and worse over time until they die a software reset will not change that

I purchased the iPad and ordered new screen and dock connector. The parts arrived today and while the screen is fixed I am still having issues with the docking of the iPad. First off I have restored the device several times, tried different cables and different plugins to include both my USB ports on my Mac and wall plugs. None of which are charging or syncing the iPad. I have completely disassembled the device down to the battery and still no change. What is interesting is the fact that I turn the device off and plug in the charging cord the device turns on. If I leave it plugged in while I shut it down it will charge. Only charging when the device is turned off. With this I assume the port is working. I have tried DFU and recovery to try force syncing to iTunes with no such luck. Any advice as to where to start or what to do?

    2. The battery is LOW
    3. I plug in the power cable and the LED is Orange and the battery is charging.

    7. one more thing : when the battery is 100% charged with computer off and I then turn the computer on
    the battery stays at 100% because the computer is running on power cable.

    if the battery is not charged for 100% and I turn on the computer, the computer is not working on power cable ( the power cable is plugged in ) and the battery power lowers again.

    First of all I must agree you that battery charging should also work if the notebook is turned on. I mean on my notebooks it works always properly and I have only founded this on the Toshiba website: http://aps2.toshiba-tro.de/kb0/FAQ35007K001ZR01.htm
    But to be honest I think there is a hardware problem with your notebook because there is no software option that must enable/disable to charge battery in Windows.
    Another question: If you go into BIOS, will the battery be charged?
    If not I would contact the nearest authorized service provider for help. They should check your notebook and maybe its a mainboard problem or something else. On the Toshiba website you can search for nearest ASP:

    Dude you have a jailbroken phone as stated in your first post, no need to do a second post.
    As per the forum term of service you can't get help here.  Use google.

    My iPod will only charge when connected to the Mac.  It will not charge on any other cable or docking station.  And, yes, I have tested the various cables and docking stations with other devices and the issue is clearly only with this one device.  I am note sure what generation the device is, but it is old enough that it cannot run iOS 7.  It is on iOS 6.1.5.

    I just got my iphone 4 about around june of this year and ever since two or three days ago I plugged my phone in because it was dead and it would not charge but when i got it home to charge it it charged all the way and not today its doing the same thing it will only charge when it is off and then as soon as the cord powers it back on it will stop charging and say 10 pecent batt left... I bought a new cord and it still does not charge my phone idk what to do this is really annoying i also tried my charger in another iphone 4 and it charged that phone so its not the cable it has to be the phone but the phone is brand new and never has been damaged i am going to verizon to hopefully get a new phone but in the mean time looking for any suggestions or tips or maybe somene is having the same problem too

    Also when i have the charger plugged in after the phone dies it will show the charging batt symbol but as soon as it powers back on it says 10% battery life again and then when i power it off WITH THE CHARGER STILL CONNECTED the phone will not show the charging battery symbol again whihc means i have to take the charger out and put it back on and it dose it all over again charges with off but as soon as it powers on automatically it stops charging
