You should be able to tap on your account id in Settings > iTunes & App Store and select 'view Apple id' on the popup, an on your account's screen there should be a payment information link

My credit card is not working for iTunes
Hello. When I fill in all my credit card details and hit done, a box appears that says that this card cannot be used with the iTunes Store. Please use another payment method. I had problems with my Apple I.D. before but that is now resolved. My whole family has problems too with their Apple I.D.'s and credit card information.
Has your credit card been disabled or something? Also, what type of card is it (VISA, MasterCard, etc.)?

I don't think that debit cards are still accepted as a valid payment method - they are not listed on this page and there have been a number of posts recently about them being declined. You could try contacting iTunes support and see if they can help, but I don't think you will be able to use a debit card : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page
Are iTunes gift cards available in your country ? They are not available in all, and they are country-specific (they can only be used in their country of issue), but if there you could possibly use them as your payment method. -

Try tapping on NONE and then tap on DONE to remove the payment information, then go back in and try to add the new card if you want one on the account.

I would like to cancel all itune charges on my credit card there is one for 4.99 and .99 now I see another one for 7.95 as of March 16 Please cancel all of them. I didn't charge them.
Do what Roger says above.
Do you have 'in-app' purchases enabled on an iPhone/iPad or other device that kids or other family members use ? That could be the issue.
If not change your iTunes Store password to try to prevent whatever is doing this making further charges.
Also if you can't find the cause, talk to your cc company. -

Would be problems with purchases, billing, and redemption option. It's not 100% exact to your issue, but it will get you to the right department.
