They should be in your itunes media folder. Use an external hard drive and just copy that to your new computer. I'm sure there's an easier way like this one (iTunes>File>Library>Export Library>External Hard Drive) but I never tried it before. Anyways, once that's done, just simply authorize your itunes account to play music you bought on to the new computer.

My old computer failed. All files, including iTunes were backed up on a separate drive. All files have been loaded on the new computer. iTunes was reloaded, and recognizes all files on iCloud, but does not link to the files on the computer. How can I re-establish that linkage?

I am not sure on how you reset up your iTunes library on your new computer. If you copied the music by dragging on top of iTunes, then the media would have been put into the proper location. If you have the media copied to your computer and have not established in iTunes where it sits, then you will need to do that within the preferences in iTunes. Yes, you can use the staller CD that came with your iPod. It should have all the iPod Updater and iTunes software needed for your iPod and your new computer.
Also, if you don't have the CD available or you want a different way, you can install iTunes 6.0.5 from Apple's website. See this link for installation:

In the past when I had bought a new laptop, It has not been easy to transfer my music, as a matter of fact, a couple computers ago I lost the many hours I had spent to rate my music, cuurently my itunes library does not even has the all playlist that I ones dedicated so much time to integrate. Whatever.
I say ther must be a right way to transfer my library to a new computer, and I want to learn.

Probably the most straightforward way to get iTunes onto your second computer is to network it with the first one and copy your iTunes folder across. Start by consolidating your library. When you consolidate, any songs in the iTunes Library that are not in the iTunes Music Folder are copied to the Music Folder and the Library is updated to point to those new files. Copying the whole folder brings with it the iTunes Music folder and also the iTunes Library (iTunes Library.itl in Windows) database file which holds all the information about your songs (Playlists, Ratings, Play Counts, Last Played, Date Added, etc). When you copy the iTunes folder make sure you put it into the default location on the new computer. On a PC this is \Documents and Settings\Username\My Documents\My Music\ (or C:\Username\Music\ in Vista). You should also use the same version of iTunes on both computers.
You can also use this method with an external hard drive, you drag the folder from the first computer to the external drive and then from the drive to the second computer.
