You must log into the mobile iTunes Store using the same Apple ID you used to purchase the service. On the iOS device go to Settings > iTunes and App Stores and log in.
Also, if you have the cloud icon next to tracks in iTunes that means the initial scan, match and upload process is not complete yet. You should wait for it to complete before enabling the service in your iPhone.
