If problem what happens or does not happen and when in the instructions? When you successfully get the iPod in recovery mode and connect to computer iTunes should say it found an iPod in recovery mode.

If you can't find it on any of your home screens or via the spotlight search screen then check to see if it's hidden via Settings > General > Restrictions > Safari being set 'off'

if its a passcode lock do this
recovery mode
open itunes on computer
plug cable into computer not iOS device
turn device off
hold home button and plug cable into IOS device. do not release home button until an itunes graphic appears on IOS device.
look to computer should have message about recovery mode click ok and restore

The only way is to connect the iPod to a computer with has an internet connection and iTunes and restore the iPod. Use as friiend's computer or make an appointment at ther Geniuds Bar of an Apple store.

Lord K. Thank you. Yes I am within the 90 time period, however I travel Intertionally and I can not receive not make a call to Apple. I was just at the Genius Bar in Chicago and they said, don't worry about it. It just floats out there, however, I can not recover my messages on a flash drive. I need to go back to my old computer which I don't have with me. My messages were in folders for a lawsuit. It is going to take an incredible amount of work for me to, you have no Idea. We are talking thousands of pages! I the defendent will have them during discovery so I am not so worried. However, I can not bring them to him on a Flashdrive when I meet with him without an extraordinary amount of presssure on my part. THis is not just some little email issue. I couldn't find the edit button on my original post so I am posting an update here.
I have gone through more apps and have had good luck on all but one more. And it's not that the app doesn't work, I am talking about the Yahoo Weather app, It works fine, but when you swipe between cities the screen lags a bit and it sometimes doesn't move between pages the way it should. On iOS 7.1.2 it was smooth as butter but on iOS 8.0, not so much. I will post a note in the app store to let them know. I really like the Yahoo app better than the new stock app.
I have been going through my games and they all work fine. Angry Birds (Original and Stella), Canabalt, Minecraft, Bejeweled 2, Silly Walks, PopWords, Doodle Jump, Deep Green all seem to work just fine.
Starbucks app works as it should.
I will stop back again next week after I have had the weekend to play with it in detail and post my thoughts again.

Did you try booting off your Install disk holding the c key down. From here you can get to the drop down menu just a few clicks in (you are not going to install) and run the Disk Utility>Repair Disk. See if it will let you do this.

Have you tried resetting your iPad?
Reset: Press the Home and On/Off buttons at the same time and hold them until the Apple logo appears (about 10-15 seconds).

Try restoring the backup again. Your apps and other purchased media should have been restored from your backup if they were on your old phone when you backed it up.
