Then restore via iTunes. The iOS device will be erased. Place the iOS device in Recovery Mode if necessary to allow the restore.

Erasing the device is supposed to erase the passcode which is supposed to allow you to activate the device again. Let it go for the 10 minutes and then see if you can activate it again. You can also try erasing the device again and see what happens.
Go to icloud.com/#find.
If prompted, sign in with your iCloud Apple ID.
Click All Devices at the top of your browser window.
Select the device you want to erase.
Click "Erase [device]" to erase your device and its passcode.
Use the Setup Assistant on your device to restore the most recent backup.

You will need to restore your device as New to remove a Restrictions passcode. Go through the normal process to restore your device, but when you see the options to restore as New or from a backup, be sure to choose New.
You can restore from a backup if you have one from BEFORE you set the restrictions passcode.

Since you do not have the computer, you need to find a computer with iTunes and restore you iPod to factory defaults/new iPod. Since you forgot the passcode you have to place the iPod in recovery mode ibefore restoring it. For recovery mode see:

If you have not had a backup of the data before, you need to check this support document you linked here from about removing the passcode. Without a current backup, you are going to lose data.

Please help. My daughter forgot her passcode and her apple id so we reset the ipod as per instructed I got her a new apple id. and now she can not redownload any of her apps. If you have never synced your device with iTunes and you forgot your passcode, you'll follow these directions:
If you see one of following alerts, you need to erase the device:
"iTunes could not connect to the [device] because it is locked with a passcode. You must enter your passcode on the [device] before it can be used with iTunes."
"You haven't chosen to have [device] trust this computer"
If you have Find My iPhone enabled, you can use Remote Wipe to erase the contents of your device. If you have been using iCloud to back up, you may be able to restore the most recent backup to reset the passcode after the device has been erased.
Alternatively, place the device in recovery mode and restore it to erase the device:
Disconnect the USB cable from the device, but leave the other end of the cable connected to your computer's USB port.
Turn off the device: Press and hold the Sleep/Wake button for a few seconds until the red slider appears, then slide the slider. Wait for the device to shut down.
While pressing and holding the Home button, reconnect the USB cable to the device. The device should turn on.
Continue holding the Home button until you see the Connect to iTunes screen.
iTunes will alert you that it has detected a device in recovery mode. Click OK, and then restore the device.

You have to restore the device within iTunes. You want to use the same computer that you always sync with so that you can restore your app data and settings. You can restore with any other computer, but you will lose everything on the iPad.
