I do not know my passcode so I cannot use my Iphone. I don't know what to do next.
That's good advice. The link you provided was what the OP was reading when submitting the question. So, to be clear, what is described in that article is the ONLY way to remove the passcode. There are 2 choices:
Restore iOS using the last iTunes that the phone synced to. This will restore the backup and remove the passcode.
Restore iOS as New using Recovery Mode (http://support.apple.com/kb/HT1808). This will erase the phone; you will lose all data on it.
Further, if it has iOS 7 installed you will need the passcode of the Apple ID the phone is registered to. Without this the phone will be a permanent brick.

Does this mean you are "Locked Out". of your device.
Had problem with iPhone not iPad. Had to go into "Recovery Mode" and the restore iPhone from Back up and then reacrivate phone

Follow the steps in the article below to put your iPad into recovery-mode so that iTunes can restore it.
iOS: Forgotten passcode or device disabled after entering wrong passcode

Disconnect the USB cable from the device, but leave the other end of the cable connected to your computer's USB port.
Turn off the device: Press and hold the Sleep/Wake button for a few seconds until the red slider appears, then slide the slider. Wait for the device to shut down.
While pressing and holding the Home button, reconnect the USB cable to the device. The device should turn on.
Continue holding the Home button until you see the Connect to iTunes screen.
iTunes will alert you that it has detected a device in recovery mode. Click OK, and then restore the device.

FORCE IPAD INTO RECOVERY MODE
1. Turn off iPad
2. Turn on computer and launch iTunes (make sure you have the latest version of iTune)
3. Plug USB cable into computer's USB port
4. Hold Home button down and plug the other end of cable into docking port.
DO NOT RELEASE BUTTON until you see picture of iTunes and plug
5. Release Home button.
ON COMPUTER
6. iTunes has detected iPad in recovery mode. You must restore this iPad before it can be used with iTunes.
7. Select "Restore iPad"...
Note:
1. Data will be lost if you do not have backup
2. You must follow step 1 to step 4 VERY CLOSELY.
3. Repeat the process if necessary. -
I can not remember my passcode on my iphone 4s. I tried 5 times. Told me to try again in 60 minutes. Will i lose my data, contacts, photos and texts if I enter it incorrectly again?
I believe if you really cant remember it, you can restore your phone by plugging it into itunes. This would wipe your data, but hopefully you've already backed up your phone via iTunes or iCloud.

My iphone 5 is disabled due to too many attempts to unlock four digit passcode. I upgraded to iOS7 last night and it asked for a passcode this morning. I do not ever remember assigning a passcode. How do I get this phone disabled and figure out what my passcode is?

Look closely... it's asking you to set a passcode for the phone... You can skip it if you want to, but that's not really very smart.
