HT1212 I followed the steps to restart my iPhone 4s completely after it was disabled; and it is still asking me to enter the forgotten passcode. Trying to restore from backup it says I have to turn off 'find my iphone" first, but  Cloud doesn't recognise

I am currently trying to download the latest iTunes version but I don't know that is going to help me as the problem is basic to Apple security.

If Find My iPhone is on and you cannot identify your phone as you said in the previous post, then it is not logged into your account. Is this a used phone that you are trying to restore that was not activated with your Apple ID and password? It isn't asking for a passcode, it is asking for the Apple ID and password, correct?
I think you need to tell a little more about this phone. I don't think you have told the entire story. Even the part in your first post about downloading iTunes. What kind of computer and operating system are you using? What version of iTunes do you currently have? Did you purchase and activate this phone when it was new?
