What do you mean you're not sure? How can you not be sure? Do you sync it with itunes or not?

This is free of charge and can read your backup.
and thats the main difference. Those tools are reading the saved Data in the backup
but itunes attempts to restore the data from the backup on your iphone. if there are any corrupted data in the backup - the backup restore goes wrong. this can happen during security software or wrong corrupt data already stored on the iphone.
if itunes messed up to restore from backup try this one :
- restore your iphone to factory settings using HT1808 or reset all settings and content direct from iphone
- rename your iPhone (e.g. iPhone Test)
- setup your iPhone as new device -> attempt to make a new backup - if successful -
- click in itunes on restore from backup... and choose your desired backup
or go to:
Mac: ~/Library/Application Support/MobileSync/Backup/
Windows XP: \Documents and Settings\(Username)\Application Data\Apple Computer\MobileSync\Backup\
Windows Vista - Windows 7: \Users\(Username)\AppData\Roaming\Apple Computer\MobileSync\Backup\
Pull your complete BackupFolder and try a different PC - copy the BackupFolder on this different PC in the same Path above - start iTunes and see if your Backup is there - attempt to restore from Backup again -

If you haven't synced it to that computer before then you won't have a backup on it to restore your content from. Do you have any of your content on it for re-sycning and/or have you been backing up to the cloud ?
You can re-download your apps (if they are still in the store) via the Purchased tab in the App Store app, and you may be able to re-download music, films and tv shows via the Purchased tab in the iTunes store app. -

This still requires access either to a computer or another iOS device. -

Did you actually bother reading the article you linked from? You need to restore the phone.

You will then need to force the phone into recover mode (search Google). All data on the phone will be lost.

My iphone was not synced when I received it. I plugged it in to charge it, and it locked up my ipad. My itunes was not updated on my desktop, so I just updated it to itunes 10.6.3. I have restarted my computer, and nothing is changing. I can not get the iphone to move from the screen, its stuck on the itunes icon. Help please.

The icon is telling you that you have to connect it to your computer. If iTunes sees the iPod then you should get messages that tells you what to do.

You will need to do a restore while in DFU mode.
The easiest way to find out how to put your iPhone into DFU is to Google it and see for yourself.

If you set up Find My iPhone (iPad/iPod), then it has the Activation Lock on it and I believe you'll have to erase the device through iCloud first:
