Try:
- Reset the iOS device. Nothing will be lost
Reset iOS device: Hold down the On/Off button and the Home button at the same time for at
least ten seconds, until the Apple logo appears.
- Reset all settings      
Go to Settings > General > Reset and tap Reset All Settings.
All your preferences and settings are reset. Information (such as contacts and calendars) and media (such as songs and videos) aren’t affected.
- Restore from backup. See:

- Restore to factory settings/new iOS device.
If you can't do the above then
Try:
- iOS: Not responding or does not turn on
- Also try DFU mode after try recovery mode

- If not successful and you can't fully turn the iOS device fully off, let the battery fully drain. After charging for an least an hour try the above again.
- Try on another computer
- If still not successful that usually indicates a hardware problem and an appointment at the Genius Bar of an Apple store is in order.

    Remove the battery. Never mind you cant remove the battery on an Ellipsis.
    Jetpacks often function with E-Ink displays that do not require power to illuminate.  Normally all you have to do to power down a Jetpack is press and hold the power button.  The Jetpack will force itself off after about 5-10 seconds if the power button is functional.  If not then the Jetpack should be sent in for servicing.

    Then I think it is time to take to an Apple store to be checked. Make an appointment at your closest store. You can keep it plugged in to maintain the battery until you get it checked.

    Shutting a system down is a basic operating system function. You can attempt to perform a refresh of the unit to see if there might be some corrupt drivers or files installed.
    the other alternative is to go back to Windows 8, then upgrade again.

    As for the question, there's always a danger that something could happen to your backup, whether you leave it connected or not. You need to be sure to maintain multiple backups... Two completely separate backups, made with two different backup programs, is the bare minimum to ensure data integrity in my eyes.
