I forgot my passcode to my ipod and now have a disabled screen that appears. I no longer have the computer I last synced my ipod with, so I cannot restore it that way. Any other suggestions? Is there any kind of hard reset?

You will still need to connect it to a computer's iTunes to reset it, and you may need to put the iPad into recovery mode in order to be able to do so : http://support.apple.com/kb/ht1808
If it's not a computer that it's been synced to then do you have a backup on iCloud that you could then restore from ? Depending upon what country that you are in, and whether the items are still in the store, you may be able to re-download some/all of your purchases via the Purchased tabs in the iTunes and App Store apps, and the Purchased tab in the ibookstore in the iBooks app.

Your iPod is designed to sync with only one iTunes library at a time. If you try to sync it with a new or different iTunes library, it will erase what is currently on the iPod and replace it with what is in the new library.

Since you do not have the computer, you need to find a computer with iTunes and restore you iPod to factory defaults/new iPod. Since you forgot the passcode you have to place the iPod in recovery mode ibefore restoring it. For recovery mode see:

If you restore from iCloud backup the apps will be automatically downloaded. If you restore from iTunes backup the apps and music have to be in the iTunes library since synced media like apps and music are not included in the backup of the iOS device that iTunes makes.

You will need to restore your device as New to remove a Restrictions passcode. Go through the normal process to restore your device, but when you see the options to restore as New or from a backup, be sure to choose New.

You have no choice but to use iTunes on a computer if you want to update. You can update on any computer running iTunes, but you will lose everything on the iPad unless you can back the iPad up on that computer, restore from the backup when you are done updating and then download all of your content again.
