What does the code mean and how do I get itunes to recognise it if it keeps telling me to plug into itunes. It will not allow me to unlock the phone

An IMEI is the identification your cell carrier uses to identify your particular device on their cell network. It has nothing to do with restoring your iPhone. If you are seeing the "connect to iTunes" indicator, that means that your iPhone is in recovery mode and needs to be restored:

    Thanks for the question. It looks like you are on the right track, as you came from the most relevant resource. Do you have iCloud setup on your device? If so, you can follow these steps to erase it remotely:
    If you have Find My iPhone enabled, you can use Remote Wipe to erase the contents of your device. If you have been using iCloud to back up, you may be able to restore the most recent backup to reset the passcode after the device has been erased.

    You have to restore the device within iTunes. You want to use the same computer that you always sync with so that you can restore your app data and settings. You can restore with any other computer, but you will lose everything on the iPad.

    Disconnect the USB cable from the iPad, but leave the other end of the cable connected to your computer's USB port.
    Turn off iPad: Press and hold the Sleep/Wake button for a few seconds until the red slider appears, then slide the slider. Wait for iPad to turn off.
    If you cannot turn off iPad using the slider, press and hold the Sleep/Wake and Home buttons at the same time. When the iPad turns off, release the Sleep/Wake and Home buttons.
    While pressing and holding the Home button, reconnect the USB cable to iPad. When you reconnect the USB cable, iPad should power on.
    Continue holding the Home button until you see the "Connect to iTunes" screen. When this screen appears you can release the Home button.
    If necessary, open iTunes. You should see the recovery mode alert that iTunes has detected an iPad in recovery mode.
    Use iTunes to restore iPad.

    ‘iPad is disabled’ fix without resetting using iTunes
    Today I met my match with an iPad that had a passcode entered too many times, resulting in it displaying the message ‘iPad is disabled – Connect to iTunes’. This was a student iPad and since they use Notability for most of their work there was a chance that her files were not all backed up to the cloud. I really wanted to just re-activate the iPad instead of totally resetting it back to our default image.
    I reached out to my PLN on Twitter and had some help from a few people through retweets and a couple of clarification tweets. I love that so many are willing to help out so quickly. Through this I also learned that I look like Lt. Riker from Star Trek (thanks @FillineMachine).
    Through some trial and error (and a little sheer luck), I was able to reactivate the iPad without loosing any data. Note, this will only work on the computer it last synced with. Here’s how:
    1. Configurator is useless in reactivating a locked iPad. You will only be able to completely reformat the iPad using Configurator. If that’s ok with you, go for it – otherwise don’t waste your time trying to figure it out.
    2. Open iTunes with the iPad disconnected.
    3. Connect the iPad to the computer and wait for it to show up in the devices section in iTunes.
    4. Click on the iPad name when it appears and you will be given the option to restore a backup or setup as a new iPad (since it is locked).
    5. Click ‘Setup as new iPad’ and then click restore.
    6. The iPad will start backing up before it does the full restore and sync. CANCEL THE BACKUP IMMEDIATELY. You do this by clicking the small x in the status window in iTunes.
    7. When the backup cancels, it immediately starts syncing – cancel this as well using the same small x in the iTunes status window.
    8. The first stage in the restore process unlocks the iPad, you are basically just cancelling out the restore process as soon as it reactivates the iPad.
    If done correctly, you will experience no data loss and the result will be a reactivated iPad. I have now tried this with about 5 iPads that were locked identically by students and each time it worked like a charm.

    You should be able to remove the passcode by restoring the device. Do the following:
    1. Connect the device to the computer to which you normally sync;
    2. Open iTunes (Note: If iTunes prompts you to enter the passcode, try another computer that you have synced with. Otherwise, go to "If you have never synced your device with iTunes" in http://support.apple.com/kb/ht1212 )
    3. Right-click the device in the left column of  iTunes and select Back up (read this article on how to restore http://support.apple.com/kb/HT1766 )
    4. When the backup is complete, select Restore
    5. When finished, restore from your most recent backup

    If that doesn’t work you will need to perform a factory restore to remove it.

    this morning when i woke up it worked fine i could do everything fine then at about 8:09 am i plugged it in to my hp laptop to charge and then went to turn my i pod back on it wouldnt accept my passcode so i kept trying it but it kept denieing it even though my passcode is right.
    I dont how this happened because i've never jailbroke it and all i did on it this morning was play 8ball pool by miniclip then i played clash of clans. so i want to know why this happened what happened and how it happened. as soon as possible thanks

    This has nothing to do with the Find my iPhone app being installed on the phone, but you do have to have Find my iPhone activated in the iCloud settings on the phone.

    -Plug your iDevice into iTunes (preferably the latest version)
    -Hold your Lock button for 3 seconds
    -Then without letting go with Lock button, hold Home button for 10 seconds
    -While holding Home+Lock button, release lock button
    -Continue holding Home button for another ~25 seconds
    3 seconds lock button
    10 seconds lock+home button
    ~25 seconds home button
    You can also watch a video on YouTube how to do it, search "How to put your device into DFU mode"
    iTunes then would recognize the device as in recovery mode, you can then restore your device

    Okay so everytime I go to restore to an old backup the old passcode automatically is put onto the iPhone so I can't access it because I don't remember it....
    A) What do I do now?
    B) Itunes is now saying this everytime I go to restore: "iTunes could not restore the iPhone "Scott's iPhone" because it is locked with a passcode".
    What should I do Apple???????? Brilliant plan to reset a passcode or am I just confused at how to fix the problem?
