Apple does not use the term "factory unlocked" at all.
You can not activate it without a SIM at all. You will NOT be able to use that phone on any CDMA carrier, including Sprint and Boost Mobile. If you want to use a CDMA carrier, you must purchase a phone made for their network.
If you want to use that phone (assuming it's legitimately unlocked) you will have to use a GSM carrier like AT&T or T-Mobile.

    If you can find out what country your iPhone was officially sold in, you could take it there (or if originally sold in the EU, take it to any EU country where Apple officially sells the iPhone) or you could send the iPhone to someone you know in that country who could get it serviced and then ship it back to you. Apple Support does not accept shipments from other countries, and will not ship a serviced iPhone to another country.
    This, though, presumes that the iPhone has not been modified as your service provider claimed. If it has, Apple will not provide service for it in any country.
    You may be able to find out what country your iPhone was officially sold in by calling Apple Support:

    and giving them the serial number.

    I bought a factory unlocked apple iPhone 4s 16gb white on eBay , it turns on let's me select language and country then goes to wifi or connect thru iTunes , but thru iTunes it says can't activate and neither thru wifi. Says can't activate try again and also a message : please insert SIM card with no pin lock to activate. I didn't have a sim when I received it and seller is very unhelpful! What do I do ? Do I just need to get a sim from sprint or boost ? Since I want to activate this phone on my boost mobile account since I been with them for  5 years. Any suggestions?

I have put up with it for months, until june 7 when I decided it has been long enough, and I got a replacement. I told the genius bar what happened, and I already did the so called "steps" that apple reccommended on the site, which was reset network settings, restore iPhone. The genius bar gave me a replacement phone, so I was expecting that the problem would be over, but it isn't. It seems that it's iOS 6.1.3 which is the case of most public complaints on apple iPhone products. Not even 3 weeks after I got the phone replaced, it is doing it again, so I suspect I'm just going to get a replacement again? Unfortunately I only have until 5th of july 2013 until my 1 year warranty is up. After that, any issue I have, I have to purchase apple care. People are expecting this problem to be fixed but I don't see it being solved any time soon. This is horrible and really low, because I have been a good customer, when I talk to the people at the genius bar, I show the utmost respect I can to them for the work they put into their job, but somewhere there is a problem where something has gone wrong. Because of that, people that only have a one year warranty (which i received because I purchased my apple iPhone at an Optus outlet, once that one year warranty is up, I have to pay for a problem that isn't even my fault? That isn't how it should work, you should be fixing this problem so people can be happy customers and leave happy.     I had the same problem.  Kept getting message of waiting for activation or check network connections.  I also tried every solution out there and nothing worked.  This did though:  I download the newest version of itunes (through Internet Explorer - Google Chrome wouldn't work).  It pulled in my entire library thank goodness and then I plugged my iphone 4s into the computer.  I let itunes find it, did a complete backup in icloud, then did a restore.  Entire process took a couple of hours, but I now have imessage and facetime back.  I was about ready to give up on Apple and go get a different phone ~

    There is no site where you can track IMEI...
    If you have the iPhone, download iTunes if you don't have it. Connect your iPhone to the PC/Laptop, and open itunes, if iTunes recognizes the iPhone then probably it's the real iPhone..

    2. Your phone is jailbroken.

    I had a similar problem some time back when I bought one from the store.
    I suggest you try and plug it in to a computer with itunes installed and an internet connection on the computer. then you should be fine.

    You restored the iPhone.
    If the iPhone was hacked to be unlocked, restoring a hacked iPhone re-locks the iPhone to the carrier the iPhone was sold as carrier locked with then new.
