I am trying to set up a second iTunes account on my PC, but it asks me if I want to update or replace my current account. I do not want to do either of these, but rather, set up a second account. Is this possible? If so, how do I do it? Thank you.

You need to ask your mail provider for the setup info. Usually it can be found on ther website in their help pages or the like for most email providers.
If its a known service like hotmail, or gmail, there are preset options for those that fill in the required server info.
If its a corporate email, the IT department should have this information.

You would each need to use your own user account on the Mac, you can do this at system preferences > users & groups.

The setup screen should not be populated with anything except example info.
In Mail,Contacts and Calendars You have a list of your emails and underneath the Add Account button:
After you tap the Add Account... button you should get a screen similar to this one:
If you tap on GMail there, you get the Account entry form, with sample info in the fields. Notice the "John Appleseed" name and the Example texts.

I have one PC laptop and my daughter and I both have IPhone 4's. I want to sync both phones using the same computer but want totally different accounts so that I don't have her music, aps, etc and vice versa. I've tried this many many times and can never seem to get it right. If I sign out of my ITunes account and then plug her phone into my computer, it syncs my stuff onto her phone. HELP!

First thing you need to do is disable auto syncing in iTunes. This is from Edit>Preferences>Devices>Prevent iPods, etc.
Unfortunately, the only thing you can do is set up separate log in accounts for the laptop. This will allow you to have iTunes in each log in and they can have different content. iTunes cannot have separate content with the same log in and different Apple ID, but you can manage two phones with the same iTunes account. See if any of the information in this support document will help you http://support.apple.com/kb/ht1495 but the best solution is separate computer log in.

Why would you do this?
All purchases will always be tied to the account form which they were purchased.
Making a new account will cause many problems.
Just reset your question or contact itunes support and get it resolved.

iTunes account - used to purchase items.
iTunes library - where you store all your media, including items purchased with an iTunes account.
If you are not already doing so, I suggest you simply create a new computer user account for you husband.
All the info will be his, including iTunes library, contacts, calendars, emails, documents, etc.
THen you each simply log in with your own computer ccount to see your own data.
