Did you ever solve the problem? I have an iPhone 4 and don't use the Cloud. I sync the iPhone with my Windows 7 Outlook using iTunes. It worked perfectly until I upgraded the iPhone to iOS 7.0.2 and now the calendar entries from the iPhone are updated in Outlook but the calendar entries in Outlook are not synced to the iPhone.
