How to hook up used iPad to my iTunes acct?

If the previous owner's account is still logged in on it then tap on it in Settings > Store and log out of it, and then do Settings > General > Reset > Erase All Content And Settings to remove all of the previous owner's content from it (as the content will be tied to their account). You can then connect it to your computer's iTunes and sync your content to it.

Tap the iTunes app icon on the iPad to launch it. Then tap the Purchased Tab on the bottom of the iTunes window. That will take you a window that shows all of your iTunes purchases. Tap the View button on the top left and you can choose music or TV shows from the resulting menu. Select TV shows. You can enter the name of the show in the search and if the show appears, tap the TV show name in the list on the left, then tap the TV Show icon in the window on the right and then tap on the cloud icon in the next window that pops up to download it.

1. Turn off Find My iPhone
2. Erase device
3. Reactivate device

You can try but I'm not certain if you can re register a previously registered device. The warranty only extends from the original date of purchase.

Yes you can as long as the previous owner erased the iPad according to these instructions. If the previous owner didn't do this, contact him or her and ask for their help. If the last owner cannot be reached or will not cooperate, you will eventually run into problems that you will not be able to resolve and you will have a useless brick on your hands.

If you cannot get this information from the seller

You need to return the Device for a refund, as you will not be able to re-activate it.
