What configuration is needed to have my webmail delivered to my iPad only?
Webmail is the term used for the web page version of email (versus using an email client). As such, it is not "delivered" to you, you have to log in to the web page to get it.
But if you are talking about email being deliverd to your email client, be it on the iPad or your laptop, it will delivered to all that are configured to receive it. It is totally unrelated to being on the same wifi connection. You could be at Starbucks with your iPad while your laptop is sitting at home and both will get the same email. So, for it to be delivered only to your iPad, you would have to delete your email account from the Mail app (assuming this is the client you are using) on your laptop.

No. You cannot link your contacts to hers. However, you can use Home Sharing to share the information:

The problem is that all services are bundled with your Apple ID ([email protected]):
Your iCloud account (Mail, Contacts, Calendars, Reminders, Notes, Backups, etc.),
also iTunes & App Store purchases (Music, Movies, TV Shows, etc.),
and the iTunes Match services.
(I guess that all your devices - yours and your wife's are connected to one iTunes library, right?)
If you want that your wife gets her own iCloud account for Mail, Contacts, Calendars, etc. but gets also access to your media then you have two set up two things on her device:
iCloud (Settings > iCloud) with her account (e.g. [email protected])
and
iTunes & App Stores (Settings > iTunes & App Stores) with your account (e.g. [email protected]).
In this case she gets access to your library and could use the same iTunes Match account.

This applies mainly to couples who are adding another device and do not want their email, messages, etc. being duplicated on both devices. To begin read: How to use multiple iPhone, iPad, or iPod devices with one computer. You need to establish a separate Apple ID and password for whomever will use the new iDevice. See Apple - My Apple ID and Frequently asked questions about Apple ID. The easiest way is to do this on the computer using iTunes: iTunes- How to set up an Apple ID within iTunes.
On the computer create a new user account for the person with the new iDevice. This will be the user account that person will always use. He/She will no longer use the other user account. This way that person will have a separate iTunes Library
Start by transferring the new device(s) to a new account along with all your data. Save any photo stream photos that you want to keep to your camera roll (unless they are already in the camera roll) by opening your Photos app, tap on Albums icon at the bottom. Now, tap on My Photo Stream album; tap Select; tap on the photos you want to select;, tap the share icon (box with upward facing arrow) in the lower left corner; then tap Save to Camera Roll.
If you are syncing notes with iCloud that you want to keep then you need to open each of your notes and email them to yourself. Later you can copy and paste the text into new notes created in your new account.
Tap on Settings > iCloud > Delete Account (only deletes it from this device, not from iCloud; the person keeping the current account will not be affected,) provide the password to turn off Find My Phone and choose Keep on My iDevice when prompted. Sign in with a different Apple ID to create your new account. Choose Merge to upload your data.
Once you are on separate accounts, you can each go to icloud.com and delete the other person's data from your account.

So my sis and I share the same iTunes library on the comp, and when ever she wants to sync her music, she unchecks all my songs. But once she unchecked my songs and syncs hers onto her iPod, my songs are there still. We've unchecked all my songs manually but my songs still sync onto her iPod. That depends on what you mean. If you mean two iTunes Store accounts, no. Only one Apple ID can be logged into the iTunes Store at a time and if automatic download, iTunes Match or re-downloading of content is used the ID can not be changed for 90 days.

If you previously had been using the same Apple ID for iTunes Store purchases for both of you there is no reason to change what you've been doing. If this is your wife's first iPhone, and you want to share the iTunes Store account just don't use the new Apple ID you created. As long as there are no purchases on it there's nothing to worry about. -

No, you cannot have the same primary email address used for two separate Apple IDs.
However, you can sign into the same email address on your separate devices for the purposes of receiving mail. Go to Settings > Mail, Contacts & Calendars > Add Account.
Apple IDs are for using Apple services, like the App Store, iTunes, etc.
Email addresses (while used as the NAME of an Apple ID), are separate entities. -

Obvious question, but have you got 'Find My iPhone' set on both devices? Settings>iCloud>Find My iPhone.
