If the phone is carrier locked, you need a SIM from the carrier it's locked to to activate it. You can not activate it at all without a SIM. That's the way it works. It's a phone.

    in many countries to make phones seem less expensive
    carriers pay most of the phones price for the customer
    but this come at the cost of the phone only being able to work
    with the carrier this is called a sim lock
    the only people who can remove a sim lock is the carrier which
    the phone is sim locked to they been doing it like that for at least 20 years

    After installing iOS 7 and all the latest update by using iTunes on my iPhone 4 I now have the problem that when starting the phone without a phone card I get the information that the SIM card is blocked and that you have to slide to unlock, the same information you usually receive when such a card is inside. Once unlocked the code screen appears asking for the PIN. The iPhone runs after having entered the PIN and you can open and work with all the apps which don't need an access to the internet like Calendar, Notes, Settings etc.. What has gone wrong?     The SIM is only actually required during activation. And if you want a connection to a cellular carrier, of course. Once activated, the SIM can be removed and the device can be used as if it were an iPod Touch. This has always been this way.
    I'm not entirely clear on what you think is wrong.

    You need to have a sim in the phone to be able to activate it.  It does not need to be an active sim and can be an old one.  If the phone is locked to a carrier then you need to have a sim from that carrier to activate the phone

    I have an original iPhone where the screen was broken in an accident. I replaced that phone with a 3G. AT&T switched out the SIM card to activate the new phone. The old phone is (or was) still functional much like an iPod touch (with a shattered screen) with no SIM card present. As expected none of the phone related functions would work, but the iPod and functions over a wireless LAN would work just fine... until I updated to the 2.2 software. During the update process iTunes tries to initialize the phone but can't without a SIM card. I now seem to have worthless paper weight with a shattered screen. How can I get back the iPod functionality that I had? Will it cause problems to remove the SIM from the 3G temporarily to activate the original phone... then put it back?

    Activation is needed to get iTunes to "talk" to the phone and for any operation at all. Once activated it will continue to function just fine without a SIM card until you do something like I did where I tried to update the software. The updating process reinitializes the phone and requires it to be reactivated with the cell network in order to complete the process. That won't happen without a SIM card installed
    I just took the SIM card out of my 3G phone and placed it in the original phone. That allowed it to be activated and show in iTunes. I then shut that phone down, took the card out and put it back into the 3G phone. That phone continues to work as always. Without the SIM card, the original phone works on any function that does not require the phone network... iTunes... mail or web browsing over a wireless network etc. It can be plugged in and synced with iTunes normally. It just can't use the phone network and apparently can't upgrade it's software without going through this simple process again.

    All iPhones (except CDMA iPhones) require a SIM card to activate. It does not have to be an active SIM, but if the phone is carrier locked, it must be from the correct carrier.

    i haven't tried taking mine out, but I've locked it with a PIN, and all non cell network functions work, including Wi-Fi (but not localization).
