after plugging my ipod to the computer, itunes detected my ipod in recovery mode.. it asked me to restore it and i did so until 'error 28' appeared. What should I do?

sounds like you broke your phone. Time to bring it, and a credit card, to Apple for evaluation and likely replacement.

Try to restore your iOS device two more times while connected with a cable, computer, and network you know are good. Also, confirm your security software and settings are allowing communication between your device and update servers. If you still see the alert when you update or restore, contact Apple support.

under UK legislation, if your are out of contract (and not owing the carrier any debts!) they are LEGALLY obliged to unlock you, and within a certain number of (few) days.. search OFCOM for the regulations.
That said, they are also entittled to charge you for this (usually about £20!)
I believe, that this can also be done via an APPLE STORE, but the first option is always the Origional Network carrier.
Orange has a terrible repuation now for customer service (which is just one reason they changed their name to EE!, and yes, this is fact which is why they came Bottom in several recent customer satisfaction surveys.. so they are not going to rush to help you leave them are they..)

- Try on another computer
- If still not successful that usually indicates a hardware problem and an appointment at the Genius Bar of an Apple store is in order.

Third-party security software or router security settings can also cause this issue. To resolve this, follow Troubleshooting security software issues.
Downgrading to a previous version of iOS is not supported. If you have installed software to perform unauthorized modifications to your iOS device, that software may have redirected connections to the update server (gs.apple.com) within the Hosts file. First you must uninstall the unauthorized modification software from the computer, then edit out the "gs.apple.com" redirect from the hosts file, and then restart the computer for the host file changes to take affect. For steps to edit the Hosts file and allow iTunes to communicate with the update server, see iTunes: Troubleshooting iTunes Store on your computer, iPhone, iPad, or iPod—follow steps under the headingBlocked by configuration (Mac OS X / Windows) > Rebuild network information > The hosts file may also be blocking the iTunes Store. If you do not uninstall the unauthorized modification software prior to editing the hosts file, that software may automatically modify the hosts file again on restart. What is the format of your songs?

I can't get my iPad to bring up my iTunes library. my iPod touch shows my whole library. I also download my purchases from iTunes, but where is my whole library? I have backed up to iCloud... Or so I think.

Actually when you have created an ad hoc network using Internet Sharing your Mac is supposed to have a self-assigned IP.
What I suggest that you do is turn everything off on the Mac and tell the iPad to forget the Internet Sharing network, then restart the Mac and the iPad. Next slowly restart Internet Sharing on the Mac and when that is set up corectly try to connect to the network from scratch with the iPad. If you password protect your Internet Sharing network I suggest that you use the Other... option on the iPad; enter the network's name, select the correct protection scheme and finally enter the password and Join.
This issue should have nothing to do with your modem or router, this is all Mac and iPad.

Just bought a new ipod touch a month ago. Went into itunes to burn music and had an update to download which I did. Then I get a message that my ipod has gone into recovery mode. It's locked up with a black screen with iTunes logo and picture of a plugin on the screen. Tried to restore it as recommended but itunes said this device isn't eligible for the requested build. Error codes 3194 and 17. This is very frustrating considering the cost of the ipod and how new it is. Now what do I do? Buy another one? Can anybody fix these types of things? Is this a common occurance or am I just unlucky?

1: Connect the device to Your computer and open iTunes.
2: If the device appears in iTunes, select and click Restore on the Summary pane.

I think the problem is that the iPod got set to Manually manage music and videos. It needs to be set up for automatic syncing again. Just unchecking that Manually manage music and videos setting does not do it.
In iTunes 12, select the iPod in iTunes (using the device button), so that you see the iPod's "management" screen. In the sidebar (along left side of screen), there are two headings (Settings and On My Device). Under Settings, click on Music. To the right, you see the iPod's Music screen, where you tell iTunes how to sync songs to the iPod.
Check the box at the top for Sync Music. That turns ON automatic syncing for music. Below that, choose the option to sync Entire music library (assuming your music library fits completely on your iPod). Otherwise, you can choose the option to sync Selected playlists, artists, albums, and genres and make your selections below. Then click Apply.
