Do you have the latest version of iTunes for Windows installed? I would turn on the sidebar and the menu bar just to make sure you are seeing everything. If the iPhone is still not recognized in iTunes, follow these troubleshooting steps:

In the manual it says "log in to your computer user account before connecting iPad". I am the only user of this PC...does this mean some other user account. I am confused. I will very much appreciate your help.If you are the only user on your computer you probably don't have multiple user accounts set up and can disregard that. If you are using iTunes 11 go to View>Show Sidebar. Now see if your iPad appears under Devices on the left side when you connect it. If it does, click on the name of your iPad on the left side and your iTunes sync settings options will appear in folders with tabbed headings to the right.

Does a little box come up seeing the iPad as a camera? That doesn't impact iTunes as much as it confirms that your computer sees the device. If your computer doesn't see it then iTunes doesn't know it's there.
If you're plugged into a hub or extender, try plugging it directly into the box or main part of your computer.
If you're using an extension, stop and just use the included sync cable.
Try using a different USB port.
After you installed iTunes, did you restart your computer?
Usually what's needed is the 'apple device driver' which installs automatically, you just need to sometimes trigger the install, using different ports helps with that.
If the simple trouble shooting doesn't help then you can search on the Apple Device Driver and there's more detailed trouble shooting on the site. -
I have followed instructions for transferring my iTunes library from my MacBook Pro to my iPod. The summary window shows lots of unused memory and it partly fills when I hit "sync," but then returns to nearly empty and the music does not show up on my iPod--"no music." If everything is working correctly, you should be able to plug the iPhone in at any time. Before or after opening iTunes.

I can't synch my iPhone with iTunes because the device does not show up in a device window when I plug it in...it's missing in action and thus I'm not able to add any content from the iTunes to my iPhone, e.g. podcasts. All the instructions on synching start with "find your device in the device window". But what if you have no device window?
Missing "message" from above: The iPad "DGMTR" is synced with another iTunes library on DGMTR's MacBook Pro. Do you want to erase this iPad and sync with this iTunes library? An iPad can be synched with only one iTunes library at a time. Erasing and syncing replaces the contents of this iTunes library.

Do you have the absolute latest version of iTunes downloaded? If your iTunes software has not been updated in some time, your iPad will not be recognized. With iTunes open, click on Store at the top. Check for available downloads and if there are any, download them. Once you've verified you have the latest software, connect your device again, and it should be recognized.

I have a Nikon Coolpix P500 but am unable to download photos from it to my iPad2 via the iPad Camera Connection kit. The iPad does not see either the Sandisk 8GB card or the Nikon camera. I have turned the camera on, but it seems that the camera just want to recharge its battery through the iPad as the iPad states that the devices draws too much power?? One thing to check is the format that the camera is saving pics to the card in. Many are selectable and, in most cases, if PTP is one of the options then you need to have that one selected for the files to be visible to iOS and the CCK (connection kit).
Another thing which sometimes comes up, especially with older cameras and therefore probably not with yours, is the filenaming conventions used by the camera. iOS is quite strict about what it expects to see and if files are being stored with unsupported name formats then they simply won't be seen at all.
