I have just purchased a iPhone off ebay and it wont read my sim card, any ideas on how to fix this

Your iPhone was not unlocked, so you cannot pop in a sim and expect it to work.
For all I know, maybe the iPhone was stolen.
Anyway the only option you have is to get the carrier the iPhone is locked to, to officially unlock the iPhone.

Is the SIM from a supported carrier?
Is the device carrier locked, officially unlocked, or hacked to be unlocked?
Has the SIM been reseated? If not, try that.
Also, basic troubleshooting is reset, restart, restore. Has any of that been tried?

If those tips don't take care of it, try contacting the carrier to get another SIM.

If it was ever hacked to unlock it or jailbroken, it may now be permanently bricked.

Updating iTunes has nothing to do with an iDevice going into recovery mode.
If the device is in recovery mode, restore it via iTunes on a computer.

You need a valid SIM card from the carrier to which the phone is locked. It sounds like you do not have a legitimately unlocked iPhone, and upgrading the iOS has re-locked it to the legitimate carrier
Only the carrier can unlock the phone.

carriers pay most of the phones price for the customer
but this come at the cost of the phone only being able to work
with the carrier this is called a sim lock
the only people who can remove a sim lock is the carrier which
the phone is sim locked to they been doing it like that for at least 20 years

Try a new SIM card.

OK I think I can help you on this one, I think there is a missconception on the terminology, if the iPhone is from AT&T it does have a SIM card tray, you will find it on the left side of the iPhone. All you need is the key insert it in the little hole and it pops out.
If the iPhone 4 is from Verizon it DOES NOT have a sim card tray.
What the sales person told your sister is accurate, the iPhone does not have a slot for an SD card which is an "storage" card mainly used to store all sorts of data such as pictures, videos and more.
Locally the iphone has lots of storage capacity so your sister wont have the necesity of ever expanding her cellphone memory for the very reason of that she has the best cellular device in the market which is an IPHONE!
I don't think she will ever fill up her iphone's memory.
