    If everything is working OK, I believe it simply means that the iPad and iTunes are communicating and that any changes that you made to the sync configuration are waiting to go through. If you updated apps on the iPad and they get transferred into iTunes or if you download new songs onto the iPad and they are being transferred into iTunes, any app data that moves back and forth - those would be changes that need to be applied.
    If you can't finish the sync and that's why you are asking, can you provide more specific details?

    When I connect my 5s to itunes for a sync, the sync gets struck on either Step 4, waiting for changes to be applied, or "downloading safe safari data."  This does not happen with my ipad.  Any suggestions would be appreciated.  Thx, Jimmy

    Same thing has been happening to me and I havent been able to find a fix. Itunes has basically rendered my phone uselsee. It wont see it, let alone sync it.

    Hopefully is just says that for a minute or two ...
    It just means that iTunes calculates what needs to be done, and then while instructing the iPhone to do these operations, it is "Waiting for changes to be applied."

    I really don't appreciate the fact that no one from Apple seems to be dealing with the many, many threads that have started on this topic since iOS 7 came out. In any event, I seem to have solved my problem with a full software restoration -- that is, iOS software restoration.
    I clicked on "Restore iPhone..." which does a complete reinstall of the iOS but also all apps, photos, songs, etc. Took about 45 minutes, but seems to have worked.
    I had previously tried reverting to a backup of my iPhone, but that did not solve the problem. Only a full restore solved it.

    I'm curious if the folks on this or the other threads dedicated to this problem have pretty substantial (say, over 25 GB) music files.
    I ask because the simplest thing seems like it solved it for me. Every sync since downloading ios 7 and itunes 11.1 encountered this problem. I did all the resets of my device and Macbook Air, re-installed itunes, factory reset on my iphone (4s), turned off Genius and Find My Phone, double checked my download file in itunes, deleted all my voice memos, deleted all my media and then re-installed it, basically any of the suggestions I came across on the discussion boards or were recommended during any of my three Apple support chat sessions, it still hung up every time resulting in partial or complete deletion of my music and other media.
    Then this evening for the first time I fought the urge to cancel the sync when it seemingly got stuck and I just let it go. Well over an hour later the sync finished seemingly normally and since then it's been fine, syncing just as quickly as it always used to. I've got about 43GB of music that syncs every time, I wonder if there isn't something that the new itunes/ios needs to do to the individual files that just takes awhile. My wife updated to ios 7 on the same day I did and never had this issue, the only noticeable difference between our phones is the size of our respective music libraries.

    I had a similar issue in that it would proceed to backing up however when it had reached the last step it would remain frozen on "waiting for changes to be applied". I'm not sure if the source of this problem is connected to yours but what I did was quit all the apps on my computer, restarted and during the restart held 'option+command+P+R' what this does is it zaps the P-RAM which basically makes the computer forget what it remembers about the applications that were open. The computer uses some room on the RAM cards to store information about recent applications open so that when you open them the second time it does it much faster giving the illusion your computer is fast to begin with. Now this zaps that so you'll have a fresh iTunes running.. Like I said this worked for me but it may not for you but give it a try

    So I downloaded the new iTunes and iPhone update a couple of days ago since then I have not been able to sync properly.
    -Initially it said that my was over storage so I removed about half of my library.  Which was odd because initially it told me i was 158mb over then I deleted about 10 albums and I was still 32mb over.
    -After I brought it down to under the storage level...I went to sync it, it would go all of the way through then be stuck on the last step and it would say "waiting for changes to be applied" after 5 minutes of that I would get a message that would pop up that says "The iphone could not be synced because the sync failed".
    Does anyone know how to fix this?

    Brand new ipod touch 64GB will not sync with my itunes account.  I have an older ipod with more than 12,000 songs that syncs with no issues but when I try to sync this new one it gets stuck on step 4 and it states, "Waiting for Changes to be applied" and does nothing else. I will give this a little more time before sending it back for a refund and never buying another apple product.  You would think that a device who's primary job is to hold and play music from its own website could actually work. (running version 7.1.2)

    When I try to sync my phone with the iTunes as I have in the past, the "sync animation" happens on my iPhone but it doesn't sync the music that I've manually added and deleted. I've used the same setup in the past so I'm not sure what is going on. Also, it takes quite a while for the sync sequence to run -- it lingers on step 5

    I had this problem - was driving me crazy. I tried many things including restores etc. The following solved it:
    Go into iTunes
    Open up your new iPhone on the tab in the top right corner
    In the Summary box - simply unclick "Sync only checked songs and videos"
    Click apply
    Then I was fixed!

    My iPhone 4 currently has been having problems with iTunes computer syncing - in particular, step five, which is where the changes are being applied. A direct USB line is being used, and every option save for "Manually manage music and videos" as well as "Automatically sync" has been unchecked. Help please.

    I have been getting this as well since the update iOS 5 - along with some other bizarre issues. What I do is to simply cancel the sync - either by clicking on the X in the progress bar at the top of iTunes - or by just quitting iTunes.
    Then I restart the computer and launch iTunes again and it will sync for me again.
    I'm not saying the is the "Apple recommended way" of doing this, but it works for me. As far as I know canceling a sync does nothing harmful to the iPad - it just cancels the sync process.

    Version 11.1.5 of iTunes was just released today. If you update to that, does that help with the recognition troubles?

    I've recently started having a problem with syncing my iPhone 4 (running the latest version of iOS7) with the latest version of iTunes.
    I start to sync my phone with iTunes but it gets to the 'Waiting for changes to be applied' phase and then doesn't finish it's sync correctly after that. It won't tell me that the sync has failed, it'll just replace the 'Waiting for changes to be applied' with the Apple logo in the top bar on iTunes.
    And now, rather randomly, all songs ripped onto iTunes from discs with artists starting with the letters R-Z are dislayed in the library on my phone but the phone will fail to find them, and subsequently play them, if selected.
    Does anyone have even the slightest idea what has gone wrong with iTunes or my iPhone 4?

    Cancel the sync if you haven't done so already. Quit iTunes, reboot your computer, reboot the iPad and try again. This won't hurt either...close all apps on the iPad before you try syncing again.
    In order to close all apps .... Tap the home button once. Then tap the home button twice and the recents tray will appear at the bottom of the screen. Tap and hold down on any app icon until it begins to wiggle. Tap the minus sign in the upper left corner of the app that you want to close. Tap the home button twice.
    Reboot the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider if it appears on the screen - let go of the buttons. Let the iPad start up.
    Quit iTunes and reboot the computer, now try again.
