Since you make no mention of where you have looked, then I suggest looking in the videos app.

Welcome to the Apple Community.
The movie isn't supposed to show up on the Apple TV, if you want to play content on your iPad via the Apple TV, you will need to use AirPlay.
Basic AirPlay: Assuming both devices are on the same network and that AirPlay is not turned off on the Apple TV, then simply tap on the screen when you are watching content you wish to stream to your Apple TV, then tap the airplay icon that appears in the control bar, choose the Apple TV from the menu that appears.
Mirroring: When displaying the content you wish to mirror on the iPad 2 (or better), iPad Mini, iPhone 4S (or better), double tap the home button (quickly) and swipe the bottom row of apps to the right to reveal the playback controls, tap the AirPlay icon and select your Apple TV from the list of available devices. -
I've just downloaded a sd movie from iTunes with my ipad but the movie will only play for 13s then a msg comes up saying "could not load video! I've paid for it and downloaded the whole thing ! Can anybody help me pls?

I would recommend deleting the affected movie from your iPad, and redownloading the movie.

If the issue persists, please do report the issue to the folks in our iTunes Store.

You can connect the iPad to your Mac's iTunes and do File > Devices > Transfer Purchases, that should copy it over to the Movies part of your library.
Depending upon what country that you are in, and whether the film studio allows it, you might also be able to re-download it on your Mac via the Purchased link under Quicklinks on the right-hand side of the iTunes store home page. -

With the php form construction it 's form action is contact.php. Does this mean that the server I'm working with will uinderstand how to process contact.php and where to send it based on paramaters previously submitted? The reason why this is done in php is because php is server-side scripting. It's telling your server to do stuff. HTML doesn't tell your server anything, it tells the client (the web browser loading it) to do things. Only your server can send an email.

Tap the Videos app and tap the movies button at the top of the page.
The iTunes app on your iPad is just a conduit to the iTunes Store. To play your purchases, use the iPod app or the Videos app. -

If I'm driving in the middle of nowhere will a rented movie from iTunes play fine on my iPad? Or not if the internet connection is potentially intermittent or sporadic?
As long as the movie has completely downloaded, you will not need an Internet connection at all.

I can't figure out how to change the default appleid on my iPad. Had to change the I'd and password because I was hacked by my kid. I wish I was as smart as him lol.

Apple Tech support doesn't respond here. This is a user-to-user forum.
You can always restore your Touch to get the memory back. And as, of course, you have everything properly backed up (you do, right?), you can just reload when you're done. I don't know as there is a faster solution.

I purchased a movie from itunes on my regular ipad but it doesn't show up in my library. I am able to view it via my movies icon on the Ipad I used when purchasing it but it does not show up in my purchases listing to download to my ipad mini. Also if I access my itunes account it does not show up in the history of purchases listing like all my other purchases but it does show up when i open that page at the very top; separate form the list. I've tried everything to get it to show up so I can download/view it on my ipad mini.

You can only watch the movie on the device you rented it on. Here's a snippet from the Apple Support site (italics mine):
If you download a rented movie on your computer: You can transfer it to a device such as your Apple TV (1st generation), iPhone, iPad, or iPod if it’s a standard-definition film (movies in HD can only be watched on your computer, iPad, iPhone 4 or later, iPod touch (4th generation or later), or Apple TV). Once you move the movie from your computer to a device, the movie will disappear from your computer's iTunes library. You can move the movie between devices as many times as you wish during the rental period, but the movie can only exist on one device at a time.
If you download a rented movie on your iPhone 4 or later, iPad, iPod touch (4th generation or later), or Apple TV: It is not transferable to any other device or computer.

This problem is starting to aggravate me, as I have over $40 in iTunes credit that I can't use, as every time I try to purchase something it asks me to answer my security questions, which I have forgotten the answers to and have no way of recovering them. It also states that it is my "first" time purchasing something, though I've had this account for a while. Please help.
You need to contact Apple. Click here, phone them, and ask for the Account Security team.
It isn't possible to create a rescue email address without correctly answering at least two of the questions.
