Restore to what?
An iCloud backup can be restored without iTunes. This restoration is only done in the new iPad setup procedure. To get into the setup procedure on an iPad you must be able to use Settings > General > Reset > Erase All Content and Settings.
If you want to "restore as new" and get fresh iOS software then, as far as I know, this can only be done with iTunes.

    That .itl file actually is the library -- at least the critical part of it although the library is actually many files and folders.
    Try starting iTunes and immediately hold down the option key.  When it asks, guide it to the .itl file.
    It's really hard to say without being able to poke around your computer.  Upgrading should not delete the old library, but still it happens to the very, very few which is why we make backups before updating.  If the old library file is gone then so are your playlists.  You can always see if the following is of any use:

    You can't restore an iPod without losing all the data stored on it.
    It seems from your post that the playlists are still in iTunes, so after the restore you can just transfer them to the iPod once more.
    If the playlists are no longer in iTunes (and solely on the iPod), and if you want to recover just the structure of playlists from the iPod (and not the actual song files themselves), there's iRepo for Windows. which I understand has this feature along with all the standard features for these programs.

    Empty/corrupt library after upgrade/crash
    Hopefully it's not been too long since you last upgraded iTunes, in fact if you get an empty/incomplete library immediately after upgrading then with the following steps you shouldn't lose a thing or need to do any further housekeeping. In the Previous iTunes Libraries folder should be a number of dated iTunes Library files. Take the most recent of these and copy it into the iTunes folder. Rename iTunes Library.itl as iTunes Library (Corrupt).itl and then rename the restored file as iTunes Library.itl. Start iTunes. Should all be good, bar any recent additions to or deletions from your library.
    See iTunes Folder Watch for a tool to catch up with any changes since the backup file was created.
    When you get it all working make a backup!

    If Find My Phone is turned on, login to iCloud.com, using your computer, locate the phone, then erase it. This will remove the passcode without having to restore the phone.
    If you can't do that, you'll have to force the phone into recovery mode, & restore it.

    I hope this post doesn't come across with the wrong tone, just attempting to clarify my previous statements. It may have seemed like I was suggesting something I was not.

    What I was referring to is that when you restore the iPod Shuffle, and iPod Shuffle (Second Generation), the format is going to be FAT32. The iPod is reformatted during the restore process. Seeing the iPod Shuffle (Second Generation) as formated FAT32 doesn't mean there is a problem with the iPod.
    I have not recomended formatting any iPod with Disk Utility. Restore also formats the iPod, and resolves format related issues.

    Can Ipod be restored to factory settings without Itunes? Trying it through itunes just results in an error message, and I think this may be my only hope in straightening out the poor thing.
    I also cannot go in through My Computer...it freezes.

    If they are on your iPad then you should be able to copy your iTunes purchases back via File > Transfer Purchases (File > Devices > Transfer Purchases if you are on iTunes 11 on your computer) - for music etc from other sources (e.g. CDs) then see half-way down this user-tip for some programs that can copy them back from a device.
    You might also be able to re-download some/all of your purchases via the Purchased link under Quick Links on the right-hand side of the iTunes store home page on your computer's iTunes (re-downloading) - but what types of content that you can re-download varies by country (and audiobooks and ringtones can't currently be re-downloaded in any country), and whether they are still in the store. And if you still have the 'pointers' to them in your iTunes library (i.e. where you click on them to play them on your iTunes) then you will need to delete them - otherwise iTunes will see them and assume that you still have them somewhere and they will show as already downloaded in that Purchased link.
