Discard the .ipsw file, open iTunes and attempt to download the update again. See the steps under Advanced Steps > Rename, move, or delete the iOS software file (.ipsw) below for file locations.
Restore your device while connected to a different network.
Restore using a different computer.
An easier way to find out if this is caused by the security software is to just uninstall it. If it works, just update the iPhone then reinstall the security software and try to set it up in a way that doesn't cause a problem.

Currently running firefox 3.0.4. I downloaded 3.6.28 successfully. If there are problems with updating or with the permissions then best is to download the full version and trash the currently installed version to do a clean install of the new version.

Are you running modified software on your phone? This error seems to be common if the firmware has been modified and you're trying to restore the phone again.

hacked/modified/jailbroken and the update relocked it to the
original wireless carrier. If this is the case, only that wireless
carrier can unlock your iPhone. You must contact them to see
if they offer unlocking and if you qualify.

What wireless carrier did you use before this problem?
Does the app Cydia appear on your iPhone?
