I do not believe that your parents will go "spastic" because your iPod was stolen. I'm thinking that you jailbroke it yourself. Am I correct?

Connect in recovery mode to restore, explained in this article: iOS: Unable to update or restore
If you cannot remember the passcode, you will need to restore your device using the computer with which you last synced it. This allows you to reset your passcode and resync the data from the device (or restore from a backup). If you restore on a different computer that was never synced with the device, you will be able to unlock the device for use and remove the passcode, but your data will not be present. Your iPhone has to have the iOS upgraded to 5.1 first. If you have not updated it is probably running 5.0 or 5.0.1
To update the iOS go to
Settings > General > Software Update then follow the prompts.
If that says your are at 5.1 then reboot your iPad. Press and hold the Home and Sleep buttons simultaneously ignoring the red slider until the Apple logo appears. Let go of the buttons and let the iPad restart. See if that fixes your problem.

I have an 8GB Ipod Touch 2nd Gen. The apps I already purchased don't seem to work anymore and when I go to re-install, I can't because it says I need a software update. How can I get access to the apps that I purchased?

Due to having a gen 2 Ipod, I can't download any apps from the app store. Plus, many of my previously downloaded apps (that I bought) aren't working...so I can't even re-download them since I still have 4.2.1. HELP!!! Rediculous that I can't use apps I paid for on the same device that I purchased them on.

A 2G iPod can only go as high as 4.2.1
Many developers when they updated their apps to support iOS 5 and 6 dropped compatibility for iOS 4.2.1 and earlier.
Your only way is if you have the version that was compatible on your computer such as in the recycle bin/trash or in a computer file backup. In that case delete the current version that is in your iTunes App library and replace it with the older version. Then sync.

iWeb uses the domain.sites2 files to store its assets.
You'll find it here :
~/Library/Application Support/iWeb/
where ~ is your Home directory.
If you take a computer with you, you have to store that file in the same location.
It's not different from taking documents with you if you want to edit them.
A solution is to remotely control your computer at home.
TeamViewer, LogMeIn, Apple Remote Desktop or any VNC application you can use, like "Chicken of the VNC".

- iPad: older versions as iPad2 should not upgrade to iOS7/8 (it's not supporting its hardware accordingly, it's designed for the latest hardware)
- iTunes (it's possible to rollback to 10.7 - 11.4, but you need to breech OSX system security framework)
- Pages (was a real alternative for many of us, each update reduced features and created incompatibility to older work files)

You can use any computer but your data will be lost if you have no backup.

Settings>Store (or iTunes & App Stores if you are running iOS6)>Apple ID. Tap your son's ID and sign out. Sign in with your ID and password.
You shouldn't lose the music, but if you try to update any apps that you bought with the family ID, you will have to use that password that is linked with that ID in order to update.
Avoid downloading past purchased content with the old ID if you can since you will associate the iPad with the old ID for 90 days and you will lock yourself out of your own, new ID for that period of time. Read more about associated devices in iTunes here.

The only way you will be able to track that iPod is if it is turned on and connected to a wifi network by the person that has it.
