If you've forgotten the passcode to unlock your device then you will need to connect it to the computer that you normally sync to and you should then be able to reset the device and restore/re-sync your content to it (http://support.apple.com/kb/HT1212) - you may need to put the device into recovery mode in order for iTunes to be able to reset it : http://support.apple.com/kb/ht1808
If you do it via a different computer then :
If you restore on a different computer that was never synced with the device, you will be able to unlock the device for use and remove the passcode, but your data will not be present.

Forgotten Restrictions Passcode Help
You will need to restore your device as New to remove a Restrictions passcode. Go through the normal process to restore your device, but when you see the options to restore as New or from a backup, be sure to choose New.

Can I just point out the obvious? (Well, it is to me at any rate!)
If there was a URL that "needs to be entered" (I assume you mean a URL to be visited), in order to retrieve your password when you forget it, wouldn't that enable those people you know and wish to prevent getting in to your iPod (which - presumably, is why you put the password on it) to go to that same URL, get your password and use it to get into your Touch?
Or is it me? -
