As a test, shut down your computer and disconnect ALL USB devices. Do this procedure to Reset the shuffle

Connect the shuffle to the computer while iTunes is running. Follow directions for syncing.
Hopefully you are running a newer version of iTunes (10.6 = current). New iDevices will not work with old iTunes. -

I have a new pc windows 7 and when i plug in my ipod it says it must erase all the data to sync. How do i get the music from my ipod to my new computer. The old computer is trashed and files are not available, songs are only on ipod.

iTunes includes an option to transfer iTunes content that was purchased/downloaded from the iTunes store from an iPod, iPad, and iPhone, but this is for iTunes content that was purchased/downloaded from the iTunes store only.
First you need to authorize your new computer with your iTunes account with iTunes if you haven't already done so.
With your iPhone connected and without syncing, at the iTunes menu bar go to File and select Transfer Purchases From - the name of your iPhone. -

One of the most recommended is Yamipod. This is a free program that transfers music from iPod back to the computer. However, it does not transfer playcounts/ratings etc.
Other free programs are Pod Player, SharePod and Floola and iDump andiPodRobot.
If you want to recover just the structure of playlists from the iPod (and not the actual song files themselves), there's iRepo for Windows. which I understand has this feature along with all the standard features for these programs.
iPodRip also has the feature enabling you to reconstruct playlists.
There is also CopyTrans. This does preserve ratings/playcounts etc if those are important to you but this program is not free. It also supports video transfer.

I was told by HP support that the registry was corrupted and that I had to re-install Windows and programs from CDs that came with the computer. I did this and Windows started working correctly again. The only trouble is that all of the music I bought is gone. How do I recover the music I have purchased from iTunes after a Windows disaster and after re-installing Windows?
Please tell me that you know about all of my song purchases and that there is a way I can download all of these to this computer again without having to pay for them again.
I have learned my lesson about Windows. In the short run I plan to buy a backup drive that I can plug into this computer that I can restore from if and when something like this happens to Windows again. In the long run I plan to buy an Apple computer the next time I buy a computer.You could try contacting the iTunes Music Store Customer Service and you may be able to persuade them to sanction a second free download however they are not under any obligation to do so. The policy on lost songs is that you have to pay to download them again:
"Once a Product is purchased and you receive the Product, it is your responsibility not to lose, destroy, or damage the Product, and Apple shall be without liability to you in the event of any loss, destruction, or damage."

Did you fail to maintain a backup copy?
If so, then you can buy a third party program to extract the music not purchased from itunes.

If you want to copy music off then File > Transfer Purchases will only copy iTunes purchased music off the iPad. To copy music bought from other sources and/or copied from CDs then you will need to use a third-party program to copy them off - see the page that I linked to for some examples.
