Yes, you will be charged when you clicked rent in the store, if you then decide not to watch it you won't be refunded

No. Netflix is solely a streaming service and does not provide downloads. If you want downloaded movies, buy or rent from the iTunes Store. Note that in some cases people have found that rented movies still require connection to the ITunes Store to play, for reasons I have yet to figure out, so purchases are safer.

You have 30 days from when you download it, but when you then start watching it you have 48 hours (24 if your account is US based) to finish watching it before it expires.

No, you do not need Internet to watch it. when you rent it, it downloads the movie or show and then you have a limited amount of time to watch it and then after 48 hours of starting it, it will remove itself.You can watch it without internet once you have downloaded it.

My Apple TV suddenly stopped in the middle of a movie and notified me that it had lost contact with Apple Store. I reconnected and it did not recognize I had already paid for a rental. Why it's like that I don't think that Apple have said (these are user-to-user forums). If you haven't downloaded it on your iPad then have you checked to see if you can download it on your computer's iTunes (Store > Check For Available Downloads menu option) or Apple TV ?
If it doesn't show on either of them then you can try contacting iTunes Support and see if they will let you download it on a different computer/device or refund or credit you : http://reportaproblem.apple.com

After purchasing a movie from iTunes, I clicked on the film and it brought me to the movie's DVD menu. However, it will not allow me to select it to play. I can select the "chapters" option, but I cannot select any of the chapters. Essentially, it is stuck on the menu.

SD movie rentals are in a widescreen format and have a resolution of up to 480p.
HD movie rentals have a resolution of up to 1080p1 on iPad.
Movies rented on iPad cannot be transferred to other devices and can only be viewed on iPad.
An Internet connection to the iTunes Store is required to authorize playback of movie rentals.
