Yes, you can. But it will take significantly longer. Better option is to carry your iPad charger and use it for both devices.

    First you have to have an iPad with cellular 3/4G. Using the iPad on cellular is separate from your iPhone's cellular plan. You have to sign up to the iPad's cellular plan.

    It's really not recommended. The iPhone's 5w charger does not output enough current to properly charge the battery. It -may- charge but if it did, it would charge the iPad very slowly.
    This would be like trying to fill a bucket of water (iPad) with a squirt gun (5w charger)
    Also under iOS 7, the charging requirements are much stricter than iOS 6. You'll likey get an error message if you try.

    Nothing will be ruined by offering less power. Options for charging given in the documentations include USB sockets on your computer, which only offer half of the power of the iPhone charger. Any method of charging will work, differing only in how long it will take.

    Whenver you see the plug symbol on the iPhone, it means its running on external power.
    Some datacenters use this method/always-on UPS, (AC power charges the battery bank, datacenter is connected to the other end of the battery) If there is any interruption in mainline power, the system stays up while the generator warms up.
    Do they have any battery degradation issues? Nope.
    Apple designed the iPhone to handle multiple methods of charging and discharging events.
