How do you Download photos from iCloud to iPad?

If you are talking about those in your PhtoStream then go to the PhotoStream Album where you can copy them to your Cameral Roll and send them to other places.
Otherwise what iCloud photos are yo referring to?

    Yes. After photos are shared, anyone who can view the shared stream can download and keep them permanently.
    On a compatible iOS device, you can save photos to the Camera Roll. On a Mac, using iPhoto 9.4 or Aperture 3.4 or later, you can save photos from the shared stream to your local Photo Library or any other location on your Mac. On a Windows PC, you can copy photos from a shared photo stream to any folder. On the web, photos can be downloaded directly to your computer from the detail view of each photo.

    You can't via Safari, but you should be able to if you use, for example, the 'official' Facebook app.

    I added some photos to My Photo Stream on my Windows PC, but they don't appear in the Recently Added album or My Photo Stream album on any of my devices.
    To see if your computer and other devices are online, try to view www.apple.com. If you can't connect to the Internet, iCloud Photos can't send or receive updates from My Photo Stream. You might need to troubleshoot your Internet connection on your PC, Mac, or iOS devices.
    On your computer, open iCloud for Windows 4.0 (or iCloud Control Panel) and make sure that you're signed in to the same iCloud account that you're using on your other supported devices.
    In Windows 8.1, go to the Start screen, click the down arrow  in the lower-left corner, then click the iCloud app.
    In Windows 8, go to the Start screen, and click the iCloud tile.
    In Windows 7, choose Start menu > All Programs > iCloud > iCloud.
    Click the Options button and make sure that My Photo Stream is turned on.
    Close and reopen iCloud for Windows 4.0 (or iCloud Control Panel).

    How many photos are stored in My Photo Stream on my devices and computers?
    iCloud pushes all your photos to the My Photo Stream album on your devices and computers, and manages them efficiently, so you don’t run out of storage space.
    Your iOS devices keep a rolling collection of your last 1000 photos in the My Photo Stream album. From there, you can browse your recent photos or move the ones you like to your Camera Roll or another album to keep them on your device forever.
    Because your Mac and PC have more storage than your iOS devices, you can choose to have all of your My Photo Stream photos automatically downloaded. In iPhoto or Aperture preferences on your Mac, select Photos (or Photo Stream) > My Photo Stream > Automatic Import. All of your photo stream photos will be imported into your Events, Projects, Photos, Faces, and Places folders in iPhoto or Aperture. On your PC with My Photo Stream enabled in the Control Panel, all of your photos will be imported into C:\\Users\<user name>\Pictures\iCloud Photos\My Photo Stream.     AFAIK, Microsoft's Skydrive could download any files from cloud to end user's device, cant Apple make it as well?

    Photo stream photos only remain in iCloud for 30 days, even though a rolling collection of up to 1000 photos will remain on your devices until deleted.  When you enabled photo stream on your phone you would have only received photos added to photo stream in the last 30 days, as older photos are no longer in iCloud.
    If you want to get your older photos from your iPad to your iPhone, you can either import them to your computer and sync them to your phone, or use an app like PhotoSync or Bump to transfer them.

    Basically, I updated my iPad software yesterday and all my photos disappeared. So I shared them all again from my iPhone so they would then go back on to my iPad.     You can also email the photos to yourself, open the email on your iPad and save the photo to your Camera Roll. But for a large number of photos, the above referenced syncing is better. Just be aware that synced photos from iTunes can only be deleted the same way - using iTunes.
