How can I fix my disable apple ID?

Welcome to the Apple community.
The advice that Apple give for a disabled account, is to reset the password. Start here, change your country if necessary and go to reset password, although I did note another post earlier today where the user said they had tried this and it did not work. Regardless of this though, I would still try to reset your password first, before contacting support.

    First, try a system reset.  It cures many ills and it's quick, easy and harmless...
    Hold down the on/off switch and the Home button simultaneously until you see the Apple logo.  Ignore the "Slide to power off" text if it appears.  You will not lose any apps, data, music, movies, settings, etc.
    If the Reset doesn't work, try a Restore.  Note that it's nowhere near as quick as a Reset.  It could take well over an hour!  Connect via cable to the computer that you use for sync.  From iTunes, select the iPad/iPod and then select the Summary tab.  Follow directions for Restore and be sure to say "yes" to the backup.  You will be warned that all data (apps, music, movies, etc.) will be erased but, as the Restore finishes, you will be asked if you wish the contents of the backup to be copied to the iPad/iPod.  Again, say "yes."
    At the end of the basic Restore, you will be asked if you wish to sync the iPad/iPod.  As before, say "yes."  Note that that sync selection will disappear and the Restore will end if you do not respond within a reasonable time.  If that happens, only the apps that are part of the IOS will appear on your device.  Corrective action is simple -  choose manual "Sync" from the bottom right of iTunes.
    If you're unable to do the Restore, go into Recovery Mode per the instructions here.

    Thanks for the update! Next, and this is like a last step for me, but I would quit Safari one more time, then clear all the Safari data from the phone with this info and then test it out again:
    Safari web settings on your iPhone, iPad, or iPod touch
    Clear information from your device
    To clear your history and cookies from Safari in iOS 8, tap Settings > Safari > Clear History and Website Data. In iOS 7 or earlier, tap Clear History and tap Clear Cookies and Data.
    To clear other stored information from Safari, tap Settings > Safari > Advanced > Website Data > Remove All Website Data.

    You will need to restore your device as New to remove a Restrictions passcode. Go through the normal process to restore your device, but when you see the options to restore as New or from a backup, be sure to choose New.
    You can restore from a backup if you have one from BEFORE you set the restrictions passcode.

    Hey, I recently had a problem with my USB Apple Keyboard in vists 32-bit so I went through my driver settings and found how to fix it. Its simple.
    Step One: Right click 'My Computer' or 'Computer' and select properties.
    Step Two: In the side menue of the window that pops up under Tasks choice Device Manager.
    Step Three: Open the sub-menue Human Interface Device.
    Step Four: Find the keyboard with a lock over its icon.
    Step Five: Right click and choose uninstall
    Step Six: Disconnect your USB or Turn Off your BlueTooth Keyboard
    Step Seven: Re connect your USB or turn on your BlueTooth Keyboard
    It will automaticaly find and install the nativ drivers and your keyboard will work. You can reinstall the drivers using the OS CD if you wish.
