What do I need to do?you need to review the account and verify it, including payment method. If there's no option that states 'none' next to the creditcard options, you'll need to use a creditcard for this.

You need to ask Apple to reset your security questions; ways of contacting them include clicking here and picking a method for your country, phoning AppleCare and asking for the Account Security team, and filling out and submitting this form.

Why can't I make an in app purchase on my ipad. I'm trying to buy something for 49.99 and I have 50.00 on my account from a gift card I just bought.
As RG says, if you're in the US, you haven't allowed for the sales taxes charged by your city and state. You'll need to buy something less expensive, add a credit card, or redeem an additional iTunes card.

I had a old apple id that I downloaded a app. Now I changed apple ids and want to buy something on the app and now I can't.
Is there a way to do so without deleting my app and re downloading itGo to Settings>Store (or iTunes and Appl Store) and sign out and sign back in. If problem go to Settings>iCloud and make sure you are signed into the new iCloud account. You may have to create a new iCloud account.

If you have a rescue email address set up on your account then you can try going to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account. Then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you might see an option to send security question reset info to your rescue email address.
If you don't have a rescue email address set up then go to Express Lane and select 'iTunes' from the list of 'products' in the middle of the screen.
Then select 'iTunes Store', and on the next screen select 'Account Management'
Next choose 'iTunes Store Account Questions' or 'iTunes Store account security' (it appears to vary by country) and fill in that you'd like your security questions/answers reset.
You should get an email reply within about 24 hours (and check your Spam folder as well as your Inbox).

If you don't see the 'send reset info' button on the page where you can change them then I assume that you don't have a rescue email address (which is not the same thing as an alternate email address) set up on your account. As you won't be able to add one until you can answer 2 of your questions, you will need to contact iTunes Support or Apple to get the questions reset. You could try contacting iTunes Support : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Account Management , and then try Apple ID Account Security
