If you want to unlock from a carrier, you need to contact the carrier and deal with them, they all have different policies on unlocking.
If you mean your iPhone is disabled due to misentry of a passcode, you need to restore by the recovery mode described in http://support.apple.com/kb/HT1212 and if you have Find My Phone enabled, login to your iCloud account, click Find My Phone and remove the iPhone from the devices list first.

I bought a used Iphone 3GS that was an AT&T phone and I was planning to use it with Consumer Cellular who said that I wouldn't need to unlock the phone to use their service. When the phone arrived it worked fine, I didn't have to go through any activation, it just went straight to the home screen. After inserting a SIM card and calling to activate it, the phone continued to work and I was able to text/make calls. Then it said it needed to be updated so I plugged it into itunes and let it be; when I checked on it it had restored itself and now I can no longer get into the phone. All I get is the activating phone screen and it won't recognize my SIM anymore. I bought a new SIM to see if that was the problem..still won't work. Why would it work one minute than just stop? Does this mean that I do infact have to unlock the phone to use it with my new service??

The used iPhone you purchased was apparently jailbroken to unlock it, and restoring iOS removed that jailbreak and your iPhone locked back to AT&T. Only AT&T can unlock it, assuming that the jailbreak hasn't rendered that now impossible as can happen. Here are AT&T's official requirements and procedure for unlocking an iPhone:

So.. You need to contact the carrier for the iPhone's original sim card, and request they unlock it. The carrier is the only one that can unlock the sim of the iPhone.

Hold down the power button and home button at the same time until the phone powers on, shuts back off, powers on again and continue to hold it until it shows the itunes logo to plug in to itunes. This should allow you to restore without unlocking it.

The only way to unlock an iPhone is to take it to the carrier who is holding the lock and ask them to unlock it.

Only the carrier an iPhone is locked to can authorize your phone's official unlocking. However, none of the UK carriers will authorize such unless you are a current/former customer. Thus, I doubt there will be anyway for you to get that phone officially unlocked.

My iphone suddnly went into emergency numbers only mode and I have stried soft reboots - but no sucess - it goes back to the emergency screen.

Even when your iPhone is locked up, you can still sync it with your computer. Do that first so all your data is backed up in iTunes. If you're using iCloud, you might want to switch it over to your computer for now just to be sure your information is safe.
Put your iPhone into DFU mode. To do this, reboot your iPhone by holding down the power and home buttons simultaneously for about 10 seconds. When you see the Apple logo, let go of the power button but continue holding down the home button. Soon you will see an image displaying a USB cable, the iTunes icon, and a message that says "Connect to iTunes."
Assuming you still have your iPhone connected to your computer with iTunes open, you'll also see a message telling you iTunes has detected an iPhone in recovery mode and needs to restore. Now you can click the Restore button in iTunes and then wait for iOS to download and install on your iPhone.
Sync your iPhone with iTunes to restore all your data and you'll have it back to normal with no password!

It does not need to be unlocked. Simply replace the Verizon SIM card with one you pick up while traveling.

You, most likely can't. Most carriers will only authorize official unlocking for current/former customers that used the phone on their network...obviously not you. So, unless you want to first sign-up for service, using this phone, on the carrier network it is locked to, you most likely will be unable to get it officially unlocked.
Apple can't/won't help you. The carrier this phone is locked to controls this.

Hi, please can anyone help, I've downloaded IOS7 onto my i-phone 4 this morning, I simply accepted the prompt. When it downloaded I needed to unlock the phone, it's a four digit code, three alfa and one numeric. Previously when I switched my phone on the key pad popped up at the bottom of the screen, now it's like the telephone key pad, but there's no way of choosing numbers or letters. I checked out a website that converts alfa to entered m4rk and it converted it to 6475, when I enter it into the phone it doesn't recognise it.
Any ideas please? I've maned to block the phone several times now....

No one requires the device to be updated, if you choose not to update, that is entirely up to you.
Updating without a backup is a bad idea.
Attempting an update without access to a computer is not very smart either. In the event the update goes badly, the only option may be to restore via iTunes on a computer.
