I lost my iPhone 3GS a few days ago and I want to recover all the photos, notes, etc., from my last backup. How can I do that?

Go to Settings>General>Reset and tap Erase All Content and Settings. This will erase your phone. Then you will go through the setup screens again as you did when your phone is new, and when given the option, select Restore from iCloud Backup. Or choose a backup in itunes if that's where it is.

I think that would be super useful before you go to an event, create a folder on the phone for that event and just use it to take pictures. All the pictures for the event will be in that album and no need to move pics around at a later time!That would be great, but unfortunately, all new pictures automatically go into the Camera Roll.
I wish that once you created an album and selected it to import from the Camera Roll, it would delete from the Camera Roll. -

If you go to the computer where your sync your phone to and open itunes and then go to edit in the tool bar then preferences then device preferences then devices.. hover the mouse pointer over your device name in the back up lists that appear there and it shows the IMEI

The iphone is not a storage/backup device. The picture sycn is one way - computer to iphone. The photos are also reduced in size when synced to iphone so they are not of the original quality
It has always been very basic to always maintain a backup of your computer.
Have you failed to do this?
If so, not good at all, you can e-mail the pics to yourself - keep in mind they will never be of the original quality -
My account was deleted for security issues. I made a new account, but I can't syncronise my apps with this new account. I bought a new Iphone and would like to transfer the apps ans music on this new one. Can somebody help me?
Why would you make a new account? This will likely cause many problems. Just get you old account enabled.

Everything you purchased with the old account will always be tied to that account. You will have to authorize the computer for that account and you will have to update the apps from that account. -

You are referring to Photo Stream. Photo Stream syncs the photos taken with your device to all of your device.
It's not a photo storage service, so photos are deleted 30 days after being added to Photo Stream. You can't access to your Photo Stream photos from http://www.icloud.com, but only from an iPhone, iPad or iPod touch (using the Photos app), Mac (using iPhoto '11 or Aperture 3 with OS X Lion or Mountain Lion) or PC (with iCloud Control Panel).
In all of these devices, you have the option of copying them to the device, so they will be kept after 30 days -

If the phone has already been set up, you will need to go to Settings > General > Reset > Erase All Content and Settings to be able to go through the setup again. This time use Restore from Backup.

Without Find My iPhone turned on, there is not a lot you can do. Sounds like you didn't have a Lock Screen lock on either. Thre is nothing to prevent the thief from using it. They will not be able to resotre it, and if they try, it will then lock them out with an Activation Lock that will completely disable the device.
You need to report it to the police, change your Apple/iCloud/iTunes password, and contact your carrier to suspend servce to the device.

Can there be more than one icloud account on a computer? I have an icloud account with my iphone but would like to view my photo stream on my husbands mac. I do not have a mac but an older PC. thanks
Welcome to the Apple community.
The simple answer is yes you can. On a single user computer, the user can have secondary iCloud accounts, which they can add through the system preferences > mail, contacts and calendars. The only drawback here is that only the primary iCloud account can use photo stream. This can be worked around by having a second user account on the Mac. Each user account could then have a different primary iCloud account, one for you and one for him, your account could then receive your photo stream pictures.
Are you also aware that you can have iCloud on your PC and download your photos stream pictures to it. -

I have my old phone that I've had for the past 3 years while I was waiting for the iphone to come to Verizon, but I'd really like to replace my iphone. When adding the new number to get another iphone, transferring old number to your new iphone, you may be able to then transfer the "new" number to a basic device, minimizing costs. But it is manditory on all smart phones, even lost ones, unless replaced.

If you need to find your serial number you can check:
The box it came in
iTunes, by going to Preferences>Devices and hovering your mouse over the backup
