If i back up my iphone and then i had to restore it, how do i reach the backup

You dont, You have to use time machine, or a seperate backup device like seagate or something of the like.

Have you tried resetting your iPad?

HT1766 Icloud backup fail

Icloud backup failed yet again. There are several questions out there about this problem, and I have done all of the suggestions including turning off phone, resetting network settings, deleting icloud account and re-installing/delete old backups. Phone is connected to WI-FI, locked every single night, and connected to power supply.
Not sure what else to do, and don't want to take it in!

Having same issue today. Was working yesterday. But all day today getting same error. I have tried same things. Turned off and on, removed and readd icloud account, I am connected to Wifi. Still same error.

I have an iCloud Backup that popped up on my ipad. Says this iPd hasn't been backed up in 3 weeks. Nackups happen when this iPad is plugged in, locked, and connected to Wi-Fi. I have plugged it in to my Mac, it has Wi-Fi, but when I hit the OK button from this prompt, nothing happen.s

what if the set up assistant doesn't appear? How do I get my icloud back up on my new phone?

As wjosten said, go to Settings>General>reset>Erase All Content & Settings, which will erase the phone. You will then go through the setup assistant as you did when it was new. During this you will be given the option to select this option to restore from an iCloud backup, as shown in this image:

this has nothing to do with your old phone (connected to wifi or not). It has to do with your wifi and new iphone. check wifi connect/restart router. then restart iphone.

A an iCloud or iTunes computer backup must be deleted manually. The backup is not erased when restoring an iPhone even when restored as a new iPhone or not from the backup.

*MAKE SURE YOU ACTUALLY HAVE A BACKUP
*MAKE SURE YOU CAN CONNECT TO WIFI

After you do the steps Janessa provided you, when the setup screen comes up after you restore the device, you will have to choose "Restore this Device from iCloud", and that will allow you to get all the information you have backed up on iCloud, and like Janessa said make 100% sure you 1, have a backup in iCloud, and 2, The backup in iCloud is somewhat up to date

The HT1766 article you attached lists the prerequisites for an iCloud backup:
iCloud automatically backs up the most important data on your device using iOS 5 or later. After you have enabled Backup on your iPhone, iPad, or iPod touch in Settings > iCloud > Backup & Storage, it will run on a daily basis as long as your device is:
Connected to the Internet over Wi-Fi
Connected to a power source
Screen locked
You can also back up manually whenever your device is connected to the Internet over Wi-Fi by choosing Back Up Now from Settings > iCloud > Storage & Backup.
