If I buy a new iPad air can I use any sim or do I have one locked to the iPad

Depends on how you buy the iPad.
Most iPads are unlocked so any sim card from any carrier can be used with them.  But some Carriers offer subsidized iPads which are locked to the carrier that sells them and as such can only take a sim card from said carrier.
If you buy the iPad from an Apple store for full price it should be unlocked for use with any compatible GSM sim card.
