In my case its a new computer the old one was stolen and the time machine disk did not work for a restore but did for copying the info to the new mac

I've already right-clicked on the application, clicked "get info", and changed it so all people listed in the "Sharing & Permissions" section have the "read & write" privilage.
The error message is referring to your iTunes library, not your iTunes application.
You need to check and fix the permissions of the iTunes folder in your iTunes library. This is by default located in your "Music" folder.
Select the folder Music > iTunes in the Finder, right click on it or Ctrl Click and click "Get Info". At the bottom of the contextual window thatwill pop up, disclose the Sharing and Permissions brick, change your status from Read only to Read & Write. You may need to click the padlock icon to make changes. -

Have tried to install Itunes on laptop running 32 bit Windows 7 - it says it installed successfully but then when I click to open I get the message "the folder is on a locked disk or you do not have write permissions for this folder."
You will have to descripe where the drive is and much more.
Then go and look at the drive and folder and who has group ownership policy and more.
It would have to be a guess, plus "20 questions" but why post here? when there are Snow Leopard, iMac, and of course, iTunes, Community forums.

I have unintalled and reinstalled several times, just suddenly stopped working. I have windows 7, have for awhile. I get the following message: The Folder I tunes is on a locked disk or you do not have write permissions for this folder"
I had an existing account that i am no longer able to access.
I got one email suggesting right click and run as program administrator, tried it and did not work. Also went into permissions folder and ensured was listed as program administrator.

I apologize, I'm a bit unclear on the exact nature of your issue. When you say a "different server", if you mean that you recently changed the location where iTunes was storing its files (local or otherwise), you may find the following article helpful:

After downloading IOS5, i can't access my itune and receive the following message "The Folder "Itune" is on locked disk or you do not have write permissions for this folder", noting that i access this folder in a normal way. Any clue ?

I got a problem on running the iTune 64bit on Windows 7, error message says " the folder "itunes" is on a locked disk or your do not have write permission for this folder. Any one ran into this problem ?
It worked before.Open Disk Utility via Spotlight or in the Applications folder stored within the Utilities folder. Close all applications and 3rd party software and choose "Repair Disk Permissions." Reboot the computer when finished, and test to see if the issue is resolved.

I don't know what suddenly caused this. I haven't installed anything weird or obscure, I've kept up with all of the normal updates for Windows, my anti-virus, and other normal software (Adobe, Apple products, Steam). So all I did today was double-clicked on the iTunes icon, and the prompt that I supplied kept popping up. I rebooted my computer, I uninstalled and reinstalled iTunes and all of my Apple products (Quicktime, Safari). But nothing seems to be working.
I could sure use some much appreciated assistance!!! Thank you!I did what I could out of the information provided, however there was quite a bit of difference between the XP format and Windows 7. After trying what I could, I was still receiving the same error message. Besides trying to fix this issue, I'm also trying to figure out how this whole thing started to begin with.

Sorry for responding that late, it wouldn't show in my list as an active thread with a response from you, just posted another thread and saw it.
For some reason I had more iTunes folders with iTunes library on my machine and couldn't find them all at first.
I'm on mac, so then instead of the regular Spotlight (searching program) I used "Find" option from the finder and found more of those folders. Changed all the permissions and it worked. That's why I don't really know which one was responsible and where it resides..

I have a Windows 7 Professional, 64 bits on my computer and have recently installed iTunes 11.1.3.8. but i started having this msg :"The folder iTunes is on a locked disk or you do not have write permission for this folder" issues: how can i solve it?
Right-click on your main iTunes folder and click Properties, then go to the Security tab and click Advanced. If necessary grant your account and SYSTEM full control of this folder, subfolders and files, then tick the option to replace permissions on child objects which will repair permissions throughout the library. This is the XP dialog but Windows 7 shouldn't be too different.
If it won't let you change the permissions use the Owner tab to take ownneship from an account with administror privileges.

Can't open iTunes. Get this msg: "The iTunes Library file is locked, on a locked disk, or you do not have write permission for this file." HELP!
go to the directory where the itunes librairy is stored (google search!). Select the file hit "command+i" on your keyboard or control click on the file and select get info. there is an option to either lock or ulock the file. unlock it. restart your computer and see if it works.
