If you are being asked for credit card details then you will need to add them, it's a way of verifying that you are able to purchase content from that country's store e.g. that you have a valid billing address there.
Is it a new account that you've just created ? If it is and you don't have a credit card then there are instructions on this page for how to create a new account without giving card details : http://support.apple.com/kb/HT2534 - that will give you a 'none' option on the payments screen and allow you to download free items

If you resintall iTunes, it should fix the issue. The following document will go over how to remove iTunes fully and then reinstall. Depending on what version of Windows you're running you'll either follow the directions here:

I just got my iPad, I have an iPod. When I go to put apps on my new ipad it says my apple ID Is disabled. I have reset the passwords. Somehow I have two id's? I've gone into settings for apps signed out and back in with the new p.w. I can't think of what else to do to get the disabled block off. Any ideas?? Thanks

I assume that you are trying to use a debit card ? If it is then I don't think that they are still accepted as a valid payment method in all countries - from this page :
You may be able to use other payment types in your country, like debit and Maestro cards
which implies that they are not accepted in all countries, and there have been a number of posts about them being declined.
For a card to have a chance of being accepted it needs to be registered to exactly the same name and address (including format and spacing etc) that you have on your iTunes account, and have been issued by a bank in the country where you and your iTunes account are. If it is then you could check with the card issuer to see if it's them that are declining it, and if not then try contacting iTunes Support (these are user-to-user forums) and see if they know why it's being declined (but you might not be able to use a debit card) : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Account Management -

How do you know it's fully charged? Are you sure your adapter is working?
Plug it in to mains power for at least 15 minutes. If it doesn't automatically turn on, try a Reset... press the home and sleep/lock buttons until you see the Apple logo, ignoring the slider. Takes about 5-15 secs of button holding and you won't lose any data or settings.
If it still doesn't turn on, it's likely a hardware failure. -

Hello, I reset my device and I reset the password on Apple website, then I went to start over my device, but it gives me: “Incorrect Apple ID or Password”, though my ID and password are working perfectly on Apple site.
Thanks for your response. I'm a 100% sure that I have not bought stuff in the store with multiple IDs. At most I have switched the country stores as I have two credit cards from two different countries. The number of IDs showing up when I click skip are no less than 20-30 and counting. Not a single ID do I recognize in them except mine which shows up in between somewhere. Putting my password leads me to another enter your password screen for an unknown ID.
Is there anything that can be done? -

- Also try DFU mode after try recovery mode

- If not successful and you can't fully turn the iOS device fully off, let the battery fully drain. After charging for an least an hour try the above again.

I've been told I should deauthorize all my devices and reauthorize them. Can you deauthorize an iPhone from the iTunes App?
I read an answer on another issue that said you don't deauthorize iPhones from the phone, and to deauthorize everything from the iTunes store. But when I go to the iTunes store, it tells me my computer is not authorized, (I just had this computer repaired & the iTunes store doesn't recognize it, and it says we already have 5 devices authorized). Is there a place to deauthorize everything at once, so I can add devices back individually?

So you have business contacts that were lost... do you not have these on a Database in some shape or form? Sounds like you need to invest in a RAID1 backup setup for your computer so you dont have this issue in the future.
As for repairing your problem, sounds like you are going to need to start from scratch at this point or if the data is still on your phone look into a program that can take the information from the phone onto iTunes. -

I solved that particular problem for myself (although I am running iTunes 11 under Snow Leopard on an iMac) by deselecting one of my Users Admin. privs. You see, I had two users w/admin privs & iTunes now plays nicely when there is only one admin.
Otherwise, I would keep getting stuck in an "infinite loop" of resetting passwords over & over and still iTunes was a mess - albeit on an intermittent basis which was absolutely driving me nuts!
I also think that firing up Safari and signing into my account @ apple first seems to help; providing that an apple cookie gets placed in my machine before I go to the iTunes store and enjoy surfing around there.
