    If you have a rescue email address set up on your account then you can try going to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account. Then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you might see an option to send security question reset info to your rescue email address.
    If you don't have a rescue email address set up then go to Express Lane  and select 'iTunes' from the list of 'products' in the middle of the screen.
    Then select 'iTunes Store', and on the next screen select 'Account Management'
    Next choose 'iTunes Store Account Security' and fill in that you'd like your security questions/answers reset.
    You should get an email reply within, I think, about 24 to 48 hours (and check your Spam folder as well as your Inbox)

    I got some help from an apple assistant on the phone. It is kind of round about way to get in.
    Here is what he said to do and it is working for me...
      a. on the device that is asking you for the security questions go to "settings", > "store" >
          tap the Apple ID and choose view"Apple ID" and sign in.
      b. Tap on payment information and add a credit/debit card of your preference then select
          "done", in the upper right corner
      c. sign out and back into iTunes on the device by going to "settings"> "store" > tap the
          Apple ID and choose "sign-out" > Tap "sign -in" > "use existing Apple ID" and you
          should be asked to verify your security code for the credit /debit card and NOT the
          security questions.
      d. At this time you can remove the card by going back in to edit the payment info and
          selecting "none" as the card type then saving the changes by selecting "done". You
          should now be able to use your iTunes store credit without answering the security
          questions.
    It's working for me ...I just have to put in my 3 digit security pin from the credit card I am using.

    I need to change my password because I let my disgruntled (ex) boyfriend use my account, and I don't want him to charge anything to my card. I made this account year ago back in high school and the answers I've provided for the security questions are apparently incorrect. However, I desperately need to change my account password.           Congratulations on being the next victim of Apple's current SNAFU!      
    If you don't have a rescue email address set, then you're SoL.
    If you do, then reset your info and check in there.
    If not, you'll have to contact iTS, and wait for God knows how long for Apple to complete its pending investigation in this SNAFU.

    If you mean that you aren't getting the reset link on your account on http://appleid.apple.com  (http://support.apple.com/kb/HT6170) then you don't have a rescue email address (which is not the same thing as an alternate email address) on your account, and you won't be able to add one until you can answer your questions - you will need to contact Support in your country to get the questions reset.

    If that doesn't work and you can verify the following info, call 1-800-APL-CARE.
    1. apple id username, that is not locked or disabled.
    2. serial number of an apple product registerd in your name
    3. Billing info associated with your account

    If you are unable to remember your password, security questions, don’t have access to your rescue address or are unable to reset your password for whatever reason, your only option is to contact AppleCare, upon speaking to an operator you should explain that your problem is related to your Apple ID, this way you will not be charged for assistance, even if you don’t have an AppleCare plan.
    The operator will take you through some steps you may have already tried, however they need to be sure they have exhausted all usual approaches before trying to reset your account, so you should try to be helpful and show patience with the procedure.
    The operator will need to verify they are speaking to the account holder and may ask you some questions that only the account holder could know, and you will need to answer them if the process is to proceed.
    Once the operator has verified your identity they will send a message through to your device which contains an alpha numeric code, which you will need to read back to them.
    Once this has been completed they will send an email to your iCloud email address after a period of 24 hours, so you should check that mail is enabled in your devices iCloud settings.
    Upon receipt of the email, use the reset link provided to reset your password, after which you should be able to make the adjustments to iCloud that you wish to do.
