I want to create an Apple ID for my 10 year old son, without providing credit card information. on the web I found a video telling that it is possible to set the payment information to "none" - but this choice does not show up in my settings

I'm not sure how this "none" option works in other countries, but it is accessible in the U.S. So I assume that you are not in the U.S. You can create another Apple ID for the child to use
The minimum age for an Apple ID needed to create an iTunes account is 13. You will have to set this up using your information (your birthday, address, etc.) and you will need another email address. You can create a free email account using AOL, Hotmail, Yahoo, or Gmail as well.

Use this Apple ID only for the kids account. Purchases cannot be transferred from one Apple ID to another one.

Change or remove your payment information from your iTunes Store account (Apple ID) - Apple Support
Note that under some circumstances "None" may not be available as a payment method. If this occurs, see this article -

e.g. if currently logged into an account then log out of it, then find a free app in the store and click on its free 'price', and on the popup that you should get click on 'create Apple id' - that should give you the 'none' option on the payments screen

It's quite stupid really. The US site is the only one offering the software. The US store only accepts American payment methods and Visa.
If I was to buy an X-Fi on the UK shop, I could pay via PayPal or my Mastercard. My Mastercard wouldn't work on the US store...
Creative must be losing business, simply because of the differences in Creative Stores' products and payment methods.
They should offer the same products worldwide, or improve their payment methods.
No wonder it's already all over bittorrent.....

You must have your credit card information available in order to download free or purchased apps. Apple "verifies" this information everytime you download iTunes media.
On your computer, launch iTunes. From the menu bar click Store / View My Account / Edit Payment Information.
Restart your iPad. Try downloading an app.

If you are trying to set up an iTunes Store account without a credit card, presuming you only want the free apps take a look here:

Read the steps carefully as the order in which you follow them is critical. Note that you can do this only when creating a new Apple ID. You cannot use an existing ID.
You will of course not be able to get anything other than the free apps without entering in some sort of payment method (credit card, prepaid iTunes card, gift certificate, etc.)
