HT1918 Change country whilst having an outstanding balance

I have an outstanding balance on my UK iTunes account, but I no longer have a UK payment card. When trying to change my address and country to the Netherlands, I'm presented with a text box saying I have an oustanding balance to pay. Fine, I can pay, but with a Dutch card only. Then another box appears which says I have no network connection, which isn't quite true as I'm connected to the internet and all other portals work fine.
It seems I must pay my outstanding balance with a UK card, but I have none. I can't change my country from the UK to the Netherlands without paying the balance with a UK card. I feel like I'm in a stalemate. Can anyone assist?

Alas, the assistance offered from iTunes support has only made the situation worse.
They suggested I purchase an iTunes gift card to clear the balance on my account and therefore be able to change the country and payment card.
So I bought €25 of gift card and now iTunes refuses to accept the credit....because it's not denominated in British Pounds.
Original iTunes representative now refusing to respond to my query.

Welcome to the Apple Community.
Click on your account name in the top right corner of the iTunes store in the iTunes application on your computer, enter your password and click the "view account" button. Navigate to the Apple ID summary where you have the option to "change country or region".
In order to change your location, you will need a credit card registered to an address in the location you are trying to change to.
You cannot change your location if you have credit on your account, if you are unable to spend your credit and leave a balance of zero, contact Apple, which you can do through iTunes Store Support.

I would like to know something about changing country, because I have a problem with my account I can't change the country because I have to spend NZD 0,75. I can't find something to buy with this amount and I really want to change the country because I am in FRANCE. Please, how can I make it?? Anybody could help me.

If you can, enter in a credit card from your original country temporarily so you can buy something that costs more than the balance remaining on your account and thereby use up all the remaining credit. If you cannot or do not wish to put in a credit card, go here:

and follow the instructions to report the issue to the iTunes Store. They can probably clear your remaining balance for you.

Hi, I have changed country of residence. When I want to change the country settings, it says: fix the payment info. When I want to change payment info, it says: this payment not allowed in this store. How should I resolve this paradox? Thanks!

I need to change my country to provide my credit card. However, I can't do so since I've a positive amount of 0.44$.

my details are fixed to France but I'm actually a resident in the UK. I am trying to change these details but I am unable to because the details I have to input do not match the details of a French account (for example, my debit card details and postcode). I cannot seem to change the country so that I can successfully add my correct details - iTunes thinks I'm a resident of France and I'm stuck when it comes to updating it to the UK... please help.

Yes, that advice will help you change the MAS from the Mexican MAS to the US MAS, but it will not help you with what you asked!
You will need to create a new Apple ID for the USA to use in the US MAS. I have an Apple ID and an iTunes/MAS account for both countries as well. If you want to make purchases in the US Store you will need either a US bank card with a US billing address or you will need to buy iTunes gift cards and redeem them to put money in your account.
You cannot change the apps and things that you have already purchased with your Mexican Apple ID to the US ID, so you should maintain the Mexican ID so that you can update those apps as the updates become available. When a major upgrade becomes available you could then buy that upgrade in your US account and then you can update that app from that time forward with your US Apple ID.
If you have free apps you can easily change them to the US Apple ID. Trash the current versions of those apps and acquire them new from the US MAS.

You can't change countries unless you use up all your account's store credits. If they can't cover teh price of a song anymore, contact support so they can remove/cash it out for you:

HT1918 change of 'country' shennanigans..

I moved from the UK to India (my itunes account is registered in the UK).
Now I want to change my 'country' in itunes to India - itunes is not letting me do so saying that I can't do it till I don't use the credit balance in my account (GBP 0.33). Unfortunately I can't use the credit balance as it is not enough to buy something and to add something to that I don't have a UK credit card.
What do I do?
