You won't be able to redownload any of your UK purchases whilst you are in the US, you have to be in a country to use its store - and you can't merge purchases from two accounts or countries. No content should be removed from your device or computer's iTunes library if you change the country on your account, or create a new account and log into it.

The payment methods that are available in your country will show on your account. If debit cards aren't available on that screen then you won't be able to use it as your payment method.

If you have not spent any of the money from the card, go here:

and follow the instructions to report the issue to the iTunes Store. They may be able to restore the money to the card so you can redeem it through the correct account. If any of the money has been spent, then there will almost certainly be nothing the iTunes Store will be able to do for you.

The iTunes Store in a country is intended only for use by that country's residents, and only while they are in the country. To use the iTunes Store in a country you need a credit card (or other card type if acceptable in a country) issued in that country, billed to an address in that country, and also be physically present in that country when using the store. You are also restricted to waiting 90 days between country changes.
E.g., "The iTunes Service is available to you only in the United States, its territories, and possessions. You agree not to use or attempt to use the iTunes Service from outside these locations. The issue is that your credit or debit card credentials must be associated with the same country where you reside to make purchases.
"Although you can browse the iTunes Store in any country without being signed in, you can only purchase content from the iTunes Store for your own country. This is enforced via the billing address associated with your credit card or other payment method that you use with the iTunes Store, rather than your actual geographic location."

1) ensure iTunes is authorized for your iTunes store account(s)
2) connect your device and right-click or control-click it in the iTunes Source list, then choose transfer purchases from the shortcut menu that appears.
3) sync the device
iTunes will wipe the iPhone but, since you transferred your purchases in the previous step, your content will be in your library and you can re-populate the iPhone with it.
