HT1918 Error message when trying to download free App

When trying to download a free App I am receiving a message that my pay pal payment method can not be verified.  I checked my pay pal account and my payment method is accurate and shows verified but this should not even matter because my default payment method on iTunes is a credit card.
Any help would be appreciated

If you credit card is listed as your account type and you are getting an error about PayPal, you should contact iTunes Store support: http://www.apple.com/support/itunes/contact/

    It wants 3 security questions, but I try to choose a question, I get a blank screen and I can not download the app.
    Tried going to the apple site but there are no 3 security questions there.
    Annoying!
    Canceling the security question leaves me without an app.
    What can I do?
    And yes, have done the reboot, App Store behaves the same.

    These are security questions specific to your account. You should call AppleCare and speak to account security to have them reset your security questions.

    Go to Settings>General>Usage>Storage. Let all of the apps load in the window. You can see how much storage you have used and how much you have left. You will need about twice the size of the download of free storage in order to be able to download the movie. Also, the iOS will not let you use every bit of available storage on the device.
    You can delete content in there if needed, but if you sync with iTunes it's a good idea to transfer purchased into iTunes and backup your iPad before you delete content. If you use iCloud only, backup with iCloud before you delete any content.

    These ones are typically caused by underlying problems on the PC that also often cause Windows Updates to fail to install. If we can fix the Windows Update trouble, we can usually get the iTunes trouble cleaned up en passant.
    Go into your Windows update and try to check for new updates. If updates install, stock up on the ones you're behind on, restarting the PC if requested to do so. After the restart, try installing iTunes again. Does it go through this time for you?
