Not a single account, no, at least not easily. It would be better to set up individual iTunes Store accounts, one in each country. Your computer and devices can quite happily deal with two accounts, and then you can just log into the appropriate account when you're in the applicable country. You'll need a second email address to able to create a new Apple ID.

hello i hav an ipad mini and i was in the middle of the ios 8 update and i held the sleep and home button at the same time to cancel the update and now it wants me to connect to itunes i dont no how to do that can someone pleaze help me?
RECOVERY MODE
1. Turn off iPad
2. Turn on computer and launch iTunes (make sure you have the latest version of iTune)
3. Plug USB cable into computer's USB port
4. Hold Home button down and plug the other end of cable into docking port.
DO NOT RELEASE BUTTON until you see picture of iTunes and plug
5. Release Home button.
ON COMPUTER
6. iTunes has detected iPad in recovery mode. You must restore this iPad before it can be used with iTunes.
7. Select "Restore iPad"...
Note:
1. Data will be lost if you do not have backup
2. You must follow step 1 to step 4 VERY CLOSELY.
3. Repeat the process if necessary. -

I even tried to create new account using Canadian credit card and address but it says "invalid security code" or " contact iTunes support" ... Need your help guys.
Is the address on your iTunes account exactly the same (format and spacing etc) as on your credit card bill : http://support.apple.com/kb/TS1646 ? If it is then you could try what it says at the bottom of that page :
If the issue persists, contact your credit card company and verify that they and any company they use to process credit card authorizations have the correct information on file.

Go to iTunes on your mac or pc and check your credit card information under my account. Verify that everything is ok. Then try to purchase again

Can some one help me ..my boys got onto a computer that wasn't ours now it's telling me to re enter my credit card..well I don't have that any more and it wants the security code of it...my son just added a 25 iTunes card..please help..
When you access an iTunes account from a new computer it will ask for the security code to verify that you are the one accessing the account. In a situation where you no longer have that security code, you would want to either add a different card, or you can email iTunes support to have the issue corrected. I am a resident of Ecuador with an ecuadorian credit card.I used to buy applications from the us apple store and updated them whenever updates were available with no problem at all. Since approximately a month,I am not able to purchase any new applicaton or update the old ones.Apple send me back to the ecauadorian apple store were there are almost no applications and where I can not even update the ones I have.

How to change payment information
You can do it at two different places. Either the iTunes Store or the Apple Online Store.
For iTunes, go to the iTunes Store and sign in. There is the option to change your credit card. For Apple Online Store, go to www.store.apple.com and sign into your account where the option to change payment method will be shown.
