I only have $0.19 in my account and nothing is available on iTunes to spend my 19 cents on and it won't let me change the country I live in on my account until every last cent is spent, please help?!

You need to contact your local iTunes store and ask them to remove the remaining amount. Until you do that you won't be able to change countries.

I have a family that is international. We have two accounts, one each in a different country! wife and I. Both accounts have many books, music apps and lots of iTunes credit still on account. . While trying to set up the new family plan, I keep getting error messages. When I click on the invite email, I get this message: Cannot Join This Family. Which is crazy. Then, thinking it must be because I was still on the same device, I just set up OS8 on another device, and tried it again, with another error now coming up that says I have to Change the Country with this account. The iTunes stores in different countries are entirely separate. You can only use an iTunes store credit in the country in with it was created and purchased content cannot be shared across countries. Family sharing groups must be country-specific, using iTunes store credits for purchases only within that country, and sharing purchases that were made in that country. HI. I have an Apple account set up with a gift card when I was in the US. It has a low positive balance which I canot buy anyting with. I am now working in Asia and wish to change the country of my Apple account. However, it would not allow me to since I have a positive balance in my account. However, there is nothing I can buy with the balance amount left in my gift card. Can anyone help me resolve this bottleneck?

The language of the stores will be the language of the country where your iTunes account is based, and it can't be changed - so if your account is based in the UAE it will Arabic

I am experiencing problems with using my Microsoft Account for billing and purchasing apps in Windows store.
I am using my old WLID that I've created several years ago, and I have obsolete information including my country residence there. Now when I go to
https://billing.microsoft.com, I see that I have 2 profiles:
Personal profile: US
Business profile: Russia.
Now the problem is that I want my personal profile be changed to Russia as well. Having US in the profile makes it impossible to make purchases from Microsoft Store because Store does not allow for changing country when making purchases via PayPal.
Currently I have this information:
I need the Country/Residence information to be changed to Russia. How do I do that?
I am stuck.
How do I change country for my Microsoft Account?
If it's not possible, would I be able to continue using my Microsoft Account with old residence/country information while making purchases through a new Microsoft account where I have specified my current residence?

this post @ Microsoft Answers, I was able to make Microsoft Store use correct information of my current country residence.

To change the Country/region data used for Payment and Billing in Microsoft Store,
Press WindowsKey+W to show Start screen and focus on searching in
Settings.
Type 'region' (without quotes) and open Region dialog box when found.
In the Region dialog switch to Location tab and change the country of choice in the
Home location drop-down list.
Click OK to apply changes and make them effective.
Open Store and press WindowsKey+I to show settings charms then choose
Your account.
In the Your account screen click Add payment method to configure your payment settings that will be used for purchasing apps from Windows Store.
Notice Country/region value has changed.
This country will be specified in Country/residence within Payment and Billing in Microsoft Store app.

Assuming you are now physically in the UK, go to the home page of the iTunes Store, use the change country link to change to the UK, and then to payment information to enter your new billing credentials that are tied to your UK address.
If you have any remaining credit balance in the Norway store, you must first ask iTunes Customer Service to clear it out before you do the above.

I just relocated from Australia to Germany and want to change countries in my itunes store. I still have AUS $0.27 left on my Australian balance and it won't let me change the country unless I have spent it. So, either how can I spend $0.27 in the itunes store or how can I change countries, with loosing the balance?
Or might I just buy a Germany gift card and then it will change after entering the codes?

How can I change Country/Region when I still have store credit balance?

I registed an iTunes account when I lived in Japan and I used Prepaid Card to redeem Japanese Yen to account (Country/Region=Japan). I have 60Yen in account now, this amount is smaller than cheepest apps (cost 85Yen).
Right now, I came back to Vietnam and want to change Country/Region and to continue purchase apps in Apple Store:
- When I change Country/Region, I received error message "You have a store credit balance; you must spend your balance before you can change stores.". But I couldn't spend money due to not enough money.
- When I change Payment Type to Visa card, I received error message "You payment method is not valid in this Store. Please enter a new payment method."
How can I change Country/Region when I still have store credit balance? Please help me solve this issue.

You can't change your account's country when you have a balance on it.
