Change your payment information on a Mac or PC
Click to open your account in iTunes (you may need to sign in with your Apple ID), or follow these steps:
Open iTunes and click iTunes Store.
Click Sign In and enter your Apple ID.
Click your Apple ID and select Account.
From the Account Information page, click Edit to the right of Payment Type.
You can see the payment methods that the iTunes Store accepts in the Payment Type section.
If you want to remove the payment method, select None in the Payment Type section. See what to do if None isn't showing or you can't select it.
Change your information and click Done.

If it's a debit card then I don't think that they are still accepted as a valid payment method - they are not listed on this page and there have been a number of posts recently about them being declined. Do you have a credit card which you could instead (credit cards are generally considered safer anyway) ?
If not then you could try contacting iTunes support and see if they can help, but I don't think that a debit card will work : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page
Or you could create a new account without giving a credit card by following the instructions on the page that you posted from. -

I subscribed to iTunes Match a few weeks ago and my entire library was uploaded. I do not want all of my library in the Cloud, especially given that there is a space/song limitation. Any help is appreciated.

What I have done is effectively used Michael's idea. I'll try to explain a little further.
You can run iTunes match on up to 5 computers, and you can edit the iCloud library on any of them. Michael's idea works on the basis that, whilst you can edit the iTunes library, you can't remove songs from other computers.
I have basically the same setup as you, but I also have a MacBook Air, which is running iTunes Match but without any music downloaded so it all streams.
I added the songs on my main library, which then added them to the cloud. When they appeared on my MacBook I deleted them straight away. As there was no local copy I was asked if I wanted to delete them from the cloud, and I said yes. When I went back to my main computer I found that, as expected, they were still there, but the iCloud status is "removed". They are therefore on my library but not in iCloud.
Since then I have run match updates a couple of times and there is no sign as yet that it will try to add them back to the cloud. It's too early to say that this is a definate answer to your problem, but it looks very hopeful.
Our other discussions have moved onto the 25,000 son limit, which I note from your comment you may also be interested in. Watch this space.
If you don't have access to a second computer to run the other library on then look back at Michael's post where he explains how to set it up on your main computer.

Yup, your question and Diane's answer helped me also. Tho' I had had problems before getting into the iTunes store I always managed to find a way. Today they had me blocked cold with the "Update to 10" advert no matter what I did. Other questioners are being told, incorrectly as it turns out, that they have to update their OS to accomodate iTunes 10 and upgrade to iTunes 10. I did the download which did not take up much more room on my crowded old hard drive and now I'm back in business.

Log into your account in the iTunes Store from the 'Account' link in the right sidebar. Go to the 'Payment information' line and click the 'Edit' link to the right of it. At the top, where it shows the images for the various credit card types, click 'None'. At the bottom right, click 'Done'.

After you redeem iTunes Gift Cards or iTunes Gifts, the amount will appear in your iTunes Store account. Each time you purchase content, iTunes will deduct funds from the credit until it's depleted. The entire amount of the gift is credited to your iTunes Store account when you redeem it so you don't need to enter your gift card number or gift code each time you want to buy something.

HT1918 How do I delete a credit card on profile
I'm been trying to remove a credit card on file so that I can use a gift card. It wont let me.
I figured the deletion out through trial and error. The rest comes from experience (I used to only used gift cards on itunes.) Go to you account information and click "edit" beside the card information. When the screen somes up, simply erase all of your information and select "none" under payment type at the top of the screen. This should eliminate the card infomation line. Deleting the information is not necessary, but I believe it is a nice security measure. Who knows where your info goes when you can't see it.
Anyway, scroll down (or simply look, depending on the size of your screen, font, etc) and ther should be something like a "redeem card" option. Enter the gift card information there. This method is for Itunes gift cards only.
If you are using one of those prepaid debit type gift cards, your process is simple. delete your credit information, select the card type of the gift card (they're typically visas, but some are american express. havent come across any mastercard gift cards, but the card will tell you). After you've selected the card type, enter the information as if the gift card were a credit card.
Summary: Account info--> edit-->manually delete info--> payment type=none-->enter gift card info.
