Thanks SniperKat but I don't know why for some reason the "NONE" disappeared...
I started to create an account and when I saw the credit card thing I just clicked back and back and so I closed the browser... every free app or something free I get it appears a window : " You have to review some of your information about your account" .... but I don't have an account yet because I didn't create it.... the only solution is to create a new e-mail account and go to iTunes store and create a new account with the new e-mail and be very carefull with the "Free app" this time...

If it's a new account then how did you create it ? You need to have followed the instructions on this page when creating it, otherwise you won't get the 'none' option : http://support.apple.com/kb/HT2534
e.g. if doing it on your computer then log out of your account if you are currently logged into one. Then find a free app in the store and click on its free 'price' ; then on the popup that you get click on 'create Apple id' ; you should then get the 'none' option on the payment details screen for it.

If None is not available - On your computer launch iTunes and click "iTunes Store" in the left navigation pane. Get an iTunes gift card & redeem that in iTunes using your existing Apple ID.
Then the option for none, regarding a credit card should appear.

It's quite stupid really. The US site is the only one offering the software. The US store only accepts American payment methods and Visa.
If I was to buy an X-Fi on the UK shop, I could pay via PayPal or my Mastercard. My Mastercard wouldn't work on the US store...
Creative must be losing business, simply because of the differences in Creative Stores' products and payment methods.
They should offer the same products worldwide, or improve their payment methods.
No wonder it's already all over bittorrent.....

@Limnos - that doesn't work anymore. There is no NONE option. I've been at it for hours trying to set up my daughter's account. I've tried creating and verifying an appleID on the web, on her touch...everything. Every single time you get to the stupid Touch, it wants to walk you through the verification of the account and it demands payment (even for their suggested apple Remote method listed in the KB).

To get the none option, sign out of anything apple you're signed into. Go to the app store and try to download a free app, any free app. Instead of signing in, take the option to to make a new apple ID. Then go through the steps to make the ID and you'll see the 'none' option.

I am working with a teacher to publish her students work to the iBooks store. We are trying to download iTunes Connect. She has tried to use her account and keeps hitting snags. Her account information is correct but keeps getting rejected. So I tried the school's account that was set up without a credit card. The account is good but my error message is the account requires a credit card. Isn't free, free? We are just trying to get her students' work published. SHe has found the authoring of books very engaging to her remedial students. The project falls short at this time until we get the publishing part fixed. So, help!

and follow the instructions to report the issue to the iTunes Store. They can clear the remaining balance for you so you can change countries. You may, however, wish to just create a new iTunes Store account in the Russian store. Otherwise you may lose the ability to update any apps you purchased in the US store.
