I can only purchase in the US app store however I live in the UAE, the problem is I bought an iTunes gift card quite while ago and to use that I had to have an Apple ID in the US app store, so I changed my region to the United States but now I have $0.76 in my account and it doesn't let me to change my region before using that amount of credit and there is no any app which costs $0.76 and I want to change back my region to the United Arab Emirates.
Please help me!

You can pay for iTunes downloads by credit card, gift card or pre-paid card, you just have to have fill in your credit card information in your iTunes account. Sorry, but there's no way to force the iTunes Store to use your credit card. If there's a credit balance available, purchases will be deducted from that first.

So on a trip to the states, I bought an ITunes gift card (well 45 dollars worth), took it home ( a 16 hour drive) just to see that it's 'Valid only in the US ITunes store'. Last Resort, put the iPhone in DFU mode (Google How to do that). Connect in iTunes. Follow on-screen prompts to Restore. All Data would be lost, if not backed up earlier.

If it's an account that you've just created then unless the instructions on this page are followed when creating an account : Create an iTunes Store, App Store, or iBooks Store account without a credit card or other payment method
then credit card details will need to be entered before the account can be used to download any item from the store. You should be able to remove the card after entering its details.

Go to your account on your computer and set the credit card to none. This will allow you to use the gift card.
