HT1918 I cannot change my billing info to none

Please someone help to change my billing info to none I've tried everything. I can't download anything from the App store

You've tried the instructions on the HT1918 page that you posted from ? If you don't get the 'none' option with those instructions then do you owe iTunes anything or do you have pre-orders and/or payments due (e.g. auto-renewing subscriptions) : http://support.apple.com/kb/TS5366 ?
Or do you mean that you are being prompted to review your account ?
